Seventeenth urban renewal and comprehensive transformation by the municipal and district governments to promote overall planning.

The municipal urban management department shall organize, coordinate, guide and supervise the comprehensive renovation of urban renewal in the whole city.

Development and reform, finance, land planning, living environment, housing construction, water supply, fire protection and other departments, according to their respective responsibilities, undertake the specific management of urban comprehensive improvement.

The district governments and their corresponding functional departments are responsible for organizing the implementation of comprehensive improvement projects within their respective jurisdictions.

Eighteenth district government should formulate the draft comprehensive improvement projects and funding arrangements in this area on an annual basis. After comprehensive balance and approval according to procedures, the municipal urban management department will organize the implementation.

Comprehensive renovation projects that have been approved for urban renewal unit planning and determined separately shall be given priority in planning.

Comprehensive renovation projects involving urban infrastructure, public service facilities and improvement of city appearance and environment shall be declared and approved in accordance with the relevant provisions on the management of government investment projects, and this part of the expenses shall be borne in accordance with the relevant provisions on the division of investment authority of the municipal and district governments.

Article 19 After the comprehensive improvement project is included in the plan and approved, the district government shall organize the implementation unit to carry out preliminary work such as comprehensive improvement planning, preliminary design and preparation of the general budget of the project in accordance with the project approval documents and relevant technical specifications, and form an implementation plan.

In the process of organizing the preparation of the implementation plan, the district government shall solicit the opinions of the municipal departments of land planning, industry, living environment, housing construction, water affairs, urban management and fire protection.

Involving the financial investment of the municipal and district governments, the municipal and district development and reform departments shall arrange the necessary preliminary work funds according to the needs.

Twentieth city planning and land departments for examination and approval of comprehensive improvement planning, and the examination and approval results will be copied to the city management department.

Comprehensive renovation projects generally do not increase the construction area. If it is really necessary to build urban infrastructure and public service facilities, the corresponding construction area will be exempted from land price.

Twenty-first in accordance with the relevant laws, regulations and other provisions need to obtain the relevant construction, environmental protection, water, fire and other permits, the implementation unit shall apply for and obtain the permit in accordance with the law before the implementation of comprehensive rectification.

Twenty-second comprehensive renovation project planning, project management, project approval, funding arrangements and other specific provisions, by the municipal urban management department in conjunction with the municipal development and reform, finance, land planning, housing construction and other departments shall be formulated separately.
