Self-funded study abroad intermediary service institutions shall not charge tuition fees or organize relevant teaching activities for clients instead of foreign educational institutions.

2. Overseas institutions and individuals, representative offices of overseas institutions in China, foreign-invested enterprises and Chinese-foreign cooperatively-run schools shall not engage in intermediary services for studying abroad at their own expense in any form in China.
