Chapter 1 General Provisions Article 1 In order to strengthen the management of the third batch of Japanese yen loans to build the National Economic Information System Project (referred to as the SEIS project) and ensure the smooth implementation of the project, these management measures are specially formulated.
Article 2 In the process of using the loan, the general agreement on providing loans to my country signed by the Ministry of Foreign Trade and Economic Cooperation (referred to as the Ministry of Foreign Trade and Economic Cooperation) and the Japan Overseas Economic Cooperation Fund (referred to as the OECF) must be strictly implemented and the national information signed by China and Japan The various terms of the annual loan agreement for the system project and the relevant regulations of the OECF on the use of Japanese yen loans.
Article 3 This Japanese yen loan is exclusively used by the National Information Center and some ministries and commissions units (referred to as ministry project units), and some provincial and municipal units (referred to as provincial and municipal project units) related to the seven business systems and their network support environment.
For the construction of the national economic information system, each loan-using unit shall not misappropriate the loan for other purposes.
Loans may not be used to purchase unrelated equipment, software and materials.
Article 4: The National Information Center is entrusted by the State Planning Commission and is fully responsible for the use of this Japanese yen loan and the organization, implementation and coordination of the construction of the national economic information system project.
Chapter 2 Project Management Organization Article 5 The third batch of Japanese Yen Loan Project is a large-scale information system project involving the National Information Center, 21 ministries and commissions, and 21 provinces and cities. The SEIS Project Leading Group is the leadership and decision-making body of the entire SEIS project.

The project leader (referred to as the project implementer to the outside world) is the specific person in charge of the entire SEIS project and a member of the project leadership group. He is designated (nominated) by the SEIS project leadership group and reported to the Ministry of Foreign Trade and Economic Cooperation and OECF for filing.
Article 6 The Loan Management Office of the National Information Center is the management and coordination agency that is fully responsible for the specific implementation of this project under the leadership of the SEIS project leadership group. It is also the window responsible for contacting the Japanese OECF, foreign consulting agencies, and the Ministry of Foreign Trade and Economic Cooperation.
Article 7 The heads of departments in charge of ministries, commissions, provincial and municipal project units are responsible for establishing and improving the leadership and management system of their units in SEIS project work, setting up ministries, commissions, provincial and municipal project leading groups, clarifying the project leaders of ministries, commissions, provinces and municipalities, and establishing ministries and commissions
, provincial and municipal SEIS project management agencies and system development and operation teams to clarify the division of labor and responsibilities.
Ministries, commissions, provincial and municipal project units should also make the same requirements for other units that use Japanese yen loans.
Article 8 During the project implementation period, the institutions and project leaders and technical and business backbones established by relevant ministries and commissions and provincial and municipal project units must be relatively stable.
If the project leader changes, the National Information Center and the competent authority should be reported immediately.
Chapter 3 Project Implementation Article 9 The "Foreign Capital Utilization Plan for Using the Third Batch of Japanese Yen Loans to Build a National Economic Information System Project" formulated by the National Information Center and approved by the State Planning Commission and recognized by Japan's OECF is the basis for guiding the construction of the system.
All units using Japanese yen loans must carry out basic design and detailed design in accordance with the requirements of the overall plan, and organize and implement system development and construction work as planned to ensure the quality and progress of the entire system construction.
Article 10 The Loan Office is responsible for formulating the "Overall Plan for the Construction of the National Economic Information System using the Third Batch of Japanese Yen Loans", normative texts for design, programming, testing, acceptance and other work, and clarifying the requirements of each business system for various ministries, commissions, provincial and municipal project units
information needs and provide information exchange, coordination and technical guidance.
Responsible for the summary, review and coordination of the overall project plan, basic design, detailed design and program design; organize project units from relevant ministries, provinces and cities to test and accept the project based on the basic design document.
Article 11 In the process of system design and project implementation, all relevant ministries and commissions and provincial and municipal project units must follow the standards and specifications formulated or recommended by the loan office.
Chapter 4 Project Management and Inspection Article 12 Before the formal use of funds for this project, all ministries and commissions, provincial and municipal project units and the National Information Center will sign a "Project Implementation Agreement".
The content of the agreement includes clarifying rights and obligations in terms of Japanese yen loan limit, information exchange, repayment, etc.
The agreement shall be signed by the National Information Center and the legal representatives of the ministries and commissions, provincial and municipal project units or the project leaders entrusted by them. The signed "Project Implementation Agreement" will take effect after being notarized.
Article 13: All ministries, commissions, provincial and municipal project units shall formulate annual project progress and funding plans based on the implementation plans of their respective projects. The annual plan shall be submitted to the National Information Center before November 30 of the previous year.
The annual project plan (including project progress, fund use, equipment procurement, consulting and training, etc.) is prepared by the National Information Center and submitted to the project leadership group for discussion, and is implemented after approval.
Article 14: During the project implementation period, all relevant ministries and commissions and provincial and municipal project units must fill in the "SEIS Project Management Statistical Form" and other types of statements formulated as needed in accordance with the provisions of the loan office, and report the progress of project implementation in a timely manner.
The Loan Office of the National Information Center will submit a semi-annual project progress report to the OECF and relevant domestic departments every six months (February and August each year) after comprehensive review.
Article 15 In order to ensure the realization of project goals, the National Information Center Loan Office will regularly supervise and inspect the loan work of ministries, commissions, provincial and municipal project units in accordance with relevant regulations.
All relevant units should assist the inspection team in its work and provide relevant information.
At the end of the inspection, the inspection team shall submit an inspection report to the SEIS leadership group.
