The national science and technology plan mainly supports the research and development of key technologies at the forefront of science and technology, which mainly includes nine categories, namely: national major science and technology projects, national key basic research and development plans, national high-tech research and development plans, national science and technology support plans, policy guidance plans, national science and technology cooperation, innovative talents promotion plans, major science and technology innovation base construction, and other special projects.

Among them, the scientific and technological projects suitable for counties and cities are: the national key new product plan and the science and technology benefit plan in the policy guidance plan; National engineering technology center in the construction of major scientific and technological innovation bases; Other special projects include the technological innovation fund for small and medium-sized scientific and technological enterprises, the transformation fund for agricultural scientific and technological achievements, and the special action plan for enriching the people and strengthening the county through science and technology.

According to the different project investment departments, science and technology projects can be divided into:

1, government investment projects: such as China science and technology support (tackling key problems) project and national 863 plan project.

2. Industry investment projects: such as the Central Geological Exploration Fund project and the National Environmental Protection Engineering Technology Center construction project;

3, enterprise technology development projects;

4, scientific research groups (institutions) self-raised projects;

5. Projects funded by relevant international organizations or celebrities at home and abroad.
