Analysis of catastrophe insurance systems in various countries (regions) (3)

From December 3 to 5, with the invasion of the strongest cold air since the beginning of winter, most areas of my country suffered a cold wave that has been rare in recent years.

In the next few days, severe cooling, blizzards, sand dust, and strong winds will continue to sweep in.

Among them, the temperature in the northwest region, the Qinghai-Tibet Plateau, northern North China, and the northeastern region is all below minus 10 degrees, and in some areas the temperature is even below minus 20 degrees.

According to the forecast analysis of the meteorological department, this winter, low-temperature rain, snow and freezing disasters may occur again in some parts of Sichuan.

At the beginning of this year, a large-scale snowstorm broke out in southern my country, which is still fresh in our memory.

Faced with the worst snowfall in 50 years, coal, electricity, roads and other aspects all had problems when the snowstorm broke out.

Therefore, at this year's National Two Sessions, many members put forward opinions and suggestions on related issues.

In the face of approaching strong winds, strong cooling, and possible ice and snow disasters in the south, we might as well review the committee members' suggestions again, learn from the lessons of the ice and snow disaster in the south at the beginning of this year, actively respond, and prepare for a rainy day.

——Editor 1. The Importance and Necessity of Establishing my country's Catastrophe Insurance System Since January 10 this year, most areas in southern my country have experienced low temperature, rain, snow and freezing disasters that have been rare since the founding of the People's Republic of China. This has brought great consequences to local transportation, enterprises, and It has caused major harm to power grids, crops, forests and people's lives and property.

After learning from the painful experience, the insurance industry, while conscientiously implementing the work of the Party Central Committee and the State Council on disaster relief, began to conduct in-depth research on the role and functions that the insurance industry should play in the national disaster relief system. Among them, the establishment of my country's catastrophe insurance system is particularly important.

Our country is one of the few countries with the worst natural disasters in the world.

According to the Civil Affairs Development Statistical Report of the Ministry of Civil Affairs, various natural disasters in my country caused direct losses of 204.21 billion yuan in 2005.

The insurance compensation paid by the insurance industry is only about 10 billion yuan, accounting for less than 5%, which is far lower than the global insurance industry average of 36%.

This rain, snow and freezing disaster further reflects the low role of the insurance industry’s economic compensation and social management functions in the national disaster relief system, highlighting the importance and necessity of establishing a catastrophe insurance system.

2. The urgency and feasibility of establishing my country’s catastrophe insurance system 1. Legal support.

Our country has carried out research on the catastrophe insurance system for more than 10 years and has formed a certain level of knowledge.

In 2006, the "Several Opinions of the State Council on the Reform and Development of the Insurance Industry" clearly pointed out that "it is necessary to establish a catastrophe risk insurance system supported by state finance" to "give full play to the important role of insurance in loss prevention, disaster reduction and disaster accident handling, and to

Insurance should be incorporated into the disaster prevention and assistance system.”

Therefore, it is timely to establish my country's catastrophe insurance system.

2. Pilot first.

Establishing a catastrophe insurance system in our country cannot be accomplished overnight. We must act according to our capabilities and explore pilot projects.

Therefore, I suggest starting with the construction of a residential earthquake catastrophe insurance system, appropriately expanding the coverage of catastrophe risks, and allowing the catastrophe insurance compensation fund to accumulate.

3. System construction.

Based on the experience of successful international countries, a multi-level catastrophe protection system must be established to form a system structure of individual self-insurance, insurance company underwriting, reinsurance company reinsurance, international reinsurance market support, capital market operation, and national financial participation.

System design arrangements should include the government's financial investment and support from tax and credit policies, insurance companies underwriting catastrophe risks, reinsurance companies dividing catastrophe risk areas and arranging catastrophe management models, international reinsurance market support, and jointly establishing catastrophe risks.

Disaster insurance fund, development and sales of catastrophe risk bonds, etc.

4. The role of reinsurance.

The earthquake catastrophe insurance system needs to give full play to the support of the domestic and international reinsurance markets. This is the key to the success of the catastrophe insurance system arrangement.

5. Technical cooperation.

Technical alliances between domestic insurance companies, the China Earthquake Administration and relevant scientific research institutes, and international catastrophe risk research institutions should be established to use earthquake risk analysis combined with actuarial and loss models to calculate regional maximum loss predictions and design disaster prevention and reduction

Management mechanism to set product prices for catastrophe insurance.
