(A) the level of the project. Agricultural comprehensive development projects are divided into general projects, sub-projects and sub-projects. The project contracted by the provincial people's government or the relevant departments of the State Council to the National Land Development and Construction Fund Management Leading Group (hereinafter referred to as the National Land Development Leading Group) is the total project; Projects contracted to the provincial level by prefectures (cities), counties or provincial offices (bureaus) are subprojects; Projects contracted by development and construction units to prefectures (cities) and counties are subprojects.
(2) Project proposal. The provincial people's government shall organize agriculture, forestry, water conservancy, agricultural zoning, land management, environmental protection, agricultural bank and other relevant departments as well as scientific research and design units. According to the local water and soil resources, agricultural production layout, agricultural zoning and other conditions, on the basis of investigation and study, data collection, on-site investigation and preliminary analysis of input-output benefits, after scheme selection, the provincial people's government puts forward suggestions for comprehensive agricultural development projects to the national land development leading group. Its main contents: project background, including natural, social, economic, agricultural, forestry and water status; The necessity and feasibility of development; Construction scope, location, scale and main measures; Engineering quantity and workload of comprehensive development management; Estimation of required funds and their sources; Preliminary analysis of new production capacity and comprehensive benefits; Organization and leadership. The provincial project proposal shall be submitted to the National Leading Group for Land Development in 10, and copied to the State Planning Commission, the Ministry of Finance, the Ministry of Agriculture, the Ministry of Forestry, the Ministry of Water Resources, the National Agricultural Zoning Committee, the State Bureau of Land Management, the head office of the Agricultural Bank and other relevant departments, with 2 copies each. The relevant departments put forward preliminary opinions to the office of the National Land Development Leading Group, and the office convened the relevant departments to review and report to the National Land Development Leading Group for examination and approval.
(3) Design task book. After the project proposal of the provincial people's government is agreed in principle, the relevant departments and units shall be organized to prepare the design task book of agricultural development projects according to the approved development scope, construction scale, amount of funds, engineering projects (mapping and positioning), new production capacity and comprehensive benefits.
The design task book of a general project shall be evaluated and demonstrated by experts from relevant departments organized by the provincial people's government or the land development leading group, and the conclusion shall be submitted to the office of the national land development leading group together with the design task book. The office of the leading group shall, after reviewing with relevant departments, report to the National Leading Group for Land Development for approval, and the general project shall be formally established. The establishment of sub-projects and sub-projects shall be handled with reference to the above procedures. The preliminary design or implementation plan of subprojects and subprojects shall be approved by the office of the leading group for land development at the next higher level.
The project proposal and design task book applied by the relevant departments of the State Council shall be submitted to the National Land Development Leading Group for examination and approval. The expansion design or implementation plan within the approved design task scale shall be examined and approved by the competent department and reported to the office of the National Land Development Leading Group for the record.

The annual plan of subprojects and subprojects shall be examined and approved by the provincial land development leading group and relevant departments of the State Council.

Provincial Land Development Leading Group Office and relevant departments of the State Council report the progress of development and construction to the National Land Development Leading Group Office every six months.

(1) Allocate (borrow) money according to the progress of the project.
The allocation (borrowing) of general projects of provinces, autonomous regions and municipalities directly under the Central Government by the Office of the National Leading Group for Land Development shall be carried out in stages and in batches according to the principle of "first receiving and then supporting" agricultural development funds, combined with the progress of local development work, the implementation of supporting funds and the collection of farmland occupation tax and budget adjustment funds. Provincial Land Development Leading Group Office allocates (borrows) funds to sub-projects of prefectures (cities) and counties, and handles them accordingly. Where conditions permit, it can be deposited before use, that is, the matching funds will be deposited in the bank first, and the bank will issue a certificate of deposit amount, and then dial (borrow) the money after inspection. Funds allocated to units below the county level shall be deposited in local agricultural banks or credit cooperatives.
The funds allocated (borrowed) by the prefecture (city) and county land development offices are about 20% of the project contracting fee, and will be settled after the project is completed and accepted. Where conditions permit, the method of "reimbursement of appropriations (loans)" can be implemented. The implementation of these measures, you can first dial (borrow) a certain proportion of funds, the specific proportion by the local (city), county land development leading group office and the relevant departments agreed.
The special loans of the Agricultural Bank shall be handled by the Agricultural Bank according to the approved project plan and the loan management measures of the Agricultural Bank. Some development projects, agricultural development funds and loans can be arranged in combination, but do not engage in "mixed dishes" for each specific project.
(2) Independent accounting by project. Each project should be accounted for independently. Accounting for the cost of each project and the amount of funds, materials, and balances. If a project has multiple sources of funds, it can be accounted for separately. The materials put into the project and planned to be supplied must be earmarked for special purposes. The project construction unit shall prepare financial and accounting statements in accordance with the regulations, and summarize and report them step by step.
(3) Strengthen financial supervision and inspection. Land development leading group offices, auditing, financial departments and business departments at all levels should strengthen the financial supervision and inspection of the construction unit. Good experience should be popularized in time, and existing problems should be studied and dealt with in time.
