The Third Plenary Session of the 18th CPC Central Committee decided to set up the National Security Council, with the purpose of better adapting to the new situation and new tasks facing China's national security, establishing a centralized, unified, efficient and authoritative national security leadership system and strengthening the leadership over national security work. This kind of institutional leadership must be implemented and embodied through a series of national security systems and working mechanisms. Among them, "unification" refers to unification and overall planning. National security affairs are in the central government, so national security work must be highly centralized and unified in the central government. "Divide" means that in matters of national security, all responsible subjects divide their strength and take their own responsibilities. "Coordination" means coordinating actions. The complexity of national security factors determines that national security work will affect the whole body. In the event of a national security crisis or a secondary or derivative disaster, we must effectively mobilize all forces, * * * enjoy all information, mobilize all resources, make overall plans and coordination, concentrate our advantages, form a joint force, * * * respond to the crisis and disaster, and earnestly safeguard national security. "Efficient" means efficient operation. National security is of great importance, which requires that the system and mechanism of national security work must operate efficiently, otherwise it will lose the fighter plane, causing great disasters and irreparable consequences.
