1. The insured units enter the information of newly insured employees through the "New Insured Personnel Adding Declaration" module in the "Declaration Business Management" according to the situation of the insured personnel.
2. after the insured unit submits the new insurance business of the employee through the online application system, it can inquire whether the employee's medical care and four insurances have been successfully imported and whether they meet the new insurance conditions through the "declaration information status inquiry" module in "query management".
3. After the new insurance business, medical care and four insurances submitted by the insured units are successfully imported, the Beijing Social Insurance Personal Information Registration Form is printed in triplicate from the "business report query" and stamped with the official seal. After selecting "new insurance" as the "business type" in the "Beijing Social Insurance Insured List", the "Beijing Social Insurance Insured List" (in triplicate
Relevant materials include:
(1) Two 1-inch recent bareheaded color photos with a white background (the specific requirements for photos are as follows: ① Meet the requirements for photos of the second-generation resident ID card, and the photos must be clear; (2) photos must be taken and developed by a regular photo studio (department), and cannot be scanned and printed, and cannot be manually retouched. (2) Two copies of the second-generation ID card shall be provided by people in cities and towns, rural areas in this city and other rural areas (if the insured still holds the first-generation ID card, a copy of the personal page and the change page of the household registration book shall also be provided). Employees in other cities and towns shall provide two copies of their ID cards and one copy of their household registration book (including the first page and personal page).

4. if the insured unit operates the new enrollment of employees with five insurances through the online declaration system, it can only go through the new enrollment examination procedures of four insurances after successfully completing the new enrollment examination procedures of medical insurance when applying for the online business post. If the submitted information is inconsistent with the submitted materials, the audit will not pass, and the business needs to be submitted again through the online declaration system.
5. The insured unit shall keep the approved Beijing Social Insurance Personal Information Registration Form and Beijing Social Insurance Insured Personnel Increase Form together with other relevant materials for future reference.
Special note:
1. If the personnel who meet the new enrollment conditions are successfully imported in the current month, if they do not go to the online application post of Haidian Social Security Center Headquarters or Shangdi Work Department and Wanshou Road Work Department before the 25th of the current month to go through the new enrollment review procedures or fail to pass the review, the new employees will not be added in the current month.
2. The declared payment wage base cannot be lower than the minimum wage in this Municipality.
(II) Transfer-in of insured persons
1. According to the insured persons, the insured units enter the information of transferred employees through the module of "Application for Increase of Transferred Personnel" in the "Reporting Business Management".
2. after the insured unit submits the general recruitment business through the online declaration system, it can query whether the employee's medical care and four insurances have been successfully imported through the "declaration information status query" module in "query management". After the successful transfer of the feedback personnel, the insured unit does not need to go to the online business post to go through the audit procedures of the transferred personnel, but needs to select "ordinary increase" from the "business type" in the "increase table of social insurance participants in Beijing" from the "business report query" and print out the "increase table of social insurance participants in Beijing" for the unit to keep for future reference.
3. For urban and rural labor workers who do not have a card certificate or social security card, after the medical insurance recruitment is successful, the insured unit must also bring the signed Beijing Social Insurance Personal Information Registration Form, photos and a copy of the ID card (in duplicate) to the Haidian Social Security Center headquarters or Shangdi Work Department and Wanshou Road Work Department to apply for the card certificate online.
Special note:
1. For urban and rural laborers who don't have a Certificate of Getting a Card or a Social Security Card between May and 25th of each month, after the medical insurance is successfully added, the insured unit must also bring the signed Beijing Social Insurance Personal Information Registration Form, photos and a copy of the ID card (in one copy) to the Haidian Social Security Center headquarters or the Shangdi Work Department and Wanshou Road Work Department for online declaration.
2. The declared payment wage base cannot be lower than the minimum wage in this Municipality.
3. The online application system can't handle the recruitment business under special circumstances, such as: medical treatment should be transferred in, and four insurances should be newly insured; Or medical treatment should be based on the new insurance, and the four risks should be transferred. In case of such special staff increase caused by historical reasons, the insured unit can only operate through the enterprise edition software of five insurances, and then carry the offer documents, statements and related materials to the headquarters of Haidian Social Security Center or the five insurances collection business post of Shangdi Work Department and Wanshou Road Work Department to handle the staff increase procedures.
II. Reduction of online applicants
(1) The insured units enter information on reducing employees through the "common attrition" module in the "application business management" according to the situation of the insured. After the insured unit submits the general attrition business through the online declaration system, it can query whether the employee's medical care and four insurances have been successfully imported through the "declaration information status query" module in "query management". The reason for the decrease is that after the successful transfer of personnel from other areas (local areas) is reported by the online declaration system, the insured units do not need to go to the online declaration business post to go through the audit procedures for the transferred personnel, but they need to print out the "Beijing Social Insurance Insured Personnel Reduction Table" from the "Business Report Query" and keep it for future reference.
(2) When the insured unit handles a large number of personnel reduction businesses at one time, it can operate multi-person reduction businesses in batches by checking the "Batch Reduction" module in the "Application Business Management". After the declaration, you can query whether the application for employee medical care and four insurances has been successfully imported through the module of "Query Information Status Query" in Query Management. The reason for the decrease is that if the employee is transferred to another (local) area, after the online declaration system feedback the successful transfer of the employee, the insured unit does not need to go to the online declaration business post to go through the audit procedures for the transferred employee. It should be noted here that the "batch reduction" module shows the list of employees of the insured units as of the end of last month. If you want to reduce the business of employees insured in that month, you can only operate it through the "common attrition" module.
Special note:
The reason for the decrease is that it is transferred to other (local) areas. After the feedback is successful, it is not necessary to go to the online business post to go through the transfer-out review procedures. The reason for the decrease is not the special downsizing business transferred to other areas (local areas). It is necessary to bring the offer documents, statements and related materials to the headquarters of Haidian Social Security Center or the five-insurance collection business post of Shangdi and Wanshou Road Work Department to handle the downsizing procedures.
III. Changes in online declaration information
(I) Changes in company information
The contents of changes in company information that can be handled by the insured unit through the online declaration system include:
Company abbreviation, company phone number, company business (office) address, postal code, name of company payment business manager, department of company payment business manager, contact phone number of company payment business manager and company payment business manager.

3. In addition to the above-mentioned change information, if other information is changed, it is still necessary to go through the change procedures at the headquarters of Haidian Social Security Center, Shangdi Work Department and Wanshou Road Work Department with the offer documents, statements and related materials.
(II) Changes of personal information
The contents of personal information changes that the insured unit can handle through the online declaration system include:
education level, address of residence (contact), postal code of residence (contact), address of registered permanent residence, postal code of registered permanent residence, address of mailing social insurance statement, contact number of insured person, mobile phone of insured person, contact name, contact phone number, personal identity, etc.

3. In addition to the above-mentioned change information, if other information is changed, it is still necessary to go through the change procedures at the headquarters of Haidian Social Security Center, Shangdi Work Department and Wanshou Road Work Department with the offer documents, statements and related materials.
(3) change of designated medical institutions
1. The insured unit enters the information of changing the hospital through the "change of designated medical institutions" module in the "application business management".

After the designated medical institutions are successfully changed, the insured unit does not need to go to the online declaration business post to go through the audit procedures for the change.
Special note:
1. After the designated medical institutions are successfully changed,
(1) Employees who already have Social Security Cards need not go to the online business post to go through any formalities;
(2) For employees who already have the Certificate of Getting a Card, the insured units need to re-print the Certificate of Getting a Card with the original Certificate of Getting a Card to the headquarters of Haidian Social Security Center or the online business posts of Shangdi Work Department and Wanshou Road Work Department, so that employees can get a medical certificate.
(3) Employees who still use the Beijing Medical Insurance Manual (original version) (without the Certificate of Getting a Card or Social Security Card), the insured units need to bring the Beijing Social Insurance Personal Information Registration Form with their signatures, photos and copies of their ID cards (in duplicate) to the headquarters of Haidian Social Security Center or the online business reporting posts of Shangdi and Wanshou Road Work Departments to get the Certificate of Getting a Card.
2. When operating designated medical institutions to change their business, all designated medical institutions selected by the insured person should be completely entered, including unchanged items and changed items.
IV. Precautions for basic business operation of online declaration:
1. The online declaration business is handled from 6: to 22: from the 5th to 22nd of each month.
2. The insured unit can only handle one business type for the same insured person through the online declaration system every day.
3. The insured unit can't apply for online declaration during the whole trans-regional transfer of the unit.
4. when the status of online declaration business is "processed successfully or failed", it means that the business has been processed. When there is still business under processing (submitted to be processed or being processed) before the monthly social security settlement (25th), all insured units are requested to go to the headquarters of Haidian Social Security Center, Shangdi Work Department and Wanshou Road Work Department to go through relevant formalities on the spot with the offer documents, statements and related materials before 25th of that month.
Part III Payment Wage Declaration Business
The insured unit can apply for the annual payment wage declaration business of the unit through the online declaration system through the "Declaration of Average Wage Income of Employees in the Last Year" module in the "Declaration Business Management" every year from January 5 to April 2. Two hours after submitting the business, the company needs to check the feedback results through the "declaration information status query" module in the "query management" of the online declaration system. After the business feedback is successful, the insured unit needs to print out the Declaration Form of Beijing Employees' Average Wage Income in the Last Year, affix the official seal, and submit it to Haidian Social Security Center Headquarters or Shangdi Work Department and Wanshou Road Work Department for online declaration of business posts every year from March 5 to April 2, so as to go through the audit procedures for payment of wages.
Special note:
1. After operating the payment wage declaration business in March, if employees are newly insured or transferred to the business in the same month, they need to enter the module of "Declaration of Average Wage Income of Employees in Last Year" in April, and check the new annual payment wage base for those who have successfully increased after operating the payment wage declaration business.
2. For the personnel added in April, the base of the new year's payment will be based on the base of the added staff, and there is no need to declare the payment salary.
