Internal organs of the Agricultural Bureau

(1) The office

assists the bureau leaders in their daily work and coordinates the government affairs of the bureau organs; Responsible for meeting organization, messages, government information, news propaganda, confidentiality, letters and visits, archives, security and logistics;

(II) Policy and Regulation Section

organizes research and formulation of management measures and regulations on agricultural industry in the whole city; Guide the rational adjustment of agricultural industrial structure, the rational allocation of agricultural resources and the improvement of agricultural product quality; Responsible for the supervision and inspection of the implementation of the city's agricultural industry policies and regulations;

to be responsible for reviewing the provisions concerning agriculture, farmers and rural economy in the drafting of normative documents of other departments;

guide the construction of agricultural law enforcement system and the publicity and education of agricultural legal system, and maintain the normal economic order of agricultural resources market; Responsible for agricultural administrative reconsideration;

organize policy and comprehensive research and undertake the drafting of normative documents; To study and put forward policy suggestions on agricultural products, circulation of agricultural means of production, prices, import and export;

to be in charge of the examination, registration and issuance of agricultural industry licenses;

organize and coordinate the quality monitoring, identification, law enforcement supervision and management of seeds, seedlings, pesticides, fertilizers, agricultural machinery, veterinary drugs, feed additives and other products, and be responsible for the supervision and inspection of agricultural environmental protection.

(III) Planning and Finance Department

Organize the formulation of agricultural and rural economic development plans, and be responsible for the planning and management of agricultural capital construction investment projects and agricultural technological transformation projects;

responsible for agricultural statistics; To undertake the work of supporting industrialization projects with demonstration effect; Responsible for the preparation of the budget and final accounts of the funds allocated by the municipal finance to agriculture and the funds of this department, and the supervision bureau is responsible for the use of the funds; To guide the financial management of agricultural industries and directly affiliated units;

supervise the management, preservation and appreciation of state-owned assets of directly affiliated units; To study and put forward policies and suggestions on finance, taxation, credit and insurance for the development of agriculture and rural economy in our city; Responsible for the financial management of the bureau.

(4) The Rural Economic System and Management Section

organizes the implementation of national, provincial and municipal laws, regulations, principles and policies on rural work and farmers' issues;

To study and put forward suggestions on deepening the reform of rural economic system;

improve the responsibility system based on household contract and the two-tier management system in rural areas;

to guide the construction of agricultural socialized service system;

to formulate agricultural industrialization plans and guide agricultural industrialization management and agricultural modernization;

to guide the construction of town and village collective economic organizations; To guide the management of collective assets of towns and villages;

to guide rural land contracting, transfer of right to use and contract management;

Organize the monitoring of rural economic revenue and expenditure, farmers' income and farmers' burden, and manage and supervise the work of reducing farmers' burden;

to guide the construction of farmers' specialized cooperative economic organizations;

responsible for implementing the strategy of strengthening the town and enriching the people, and promoting the economic development at the town level.

(5) Market and Economic Information Section

is responsible for the collection and reporting of agricultural conditions; To formulate the construction plan of agricultural product market system and guide its implementation, and promote the integration of agricultural industry before, during and after production; Plan and implement the "vegetable basket project" and be responsible for the management and use of the development fund of the "vegetable basket project"; Organize and coordinate the quality inspection of agricultural inputs and the formulation of technical and quality standards for agricultural related industrial products; Responsible for the review, recommendation and management of green food;

organize, guide and manage the construction of information systems in the agricultural sector, and collect, sort out, predict and publish agricultural economic information such as the supply and demand of agricultural products and agricultural means of production; Organize economic and technical exchanges and cooperation between planting, animal husbandry, township enterprises and agricultural machinery at home and abroad; To formulate plans and relevant policies for agricultural utilization of foreign capital and agricultural investment promotion projects, guide the development of agricultural foreign-funded enterprises, and promote the opening up of agriculture.

(6) The Science and Technology Education Section

formulates the development plan of agricultural technology, education, technology popularization and team building; To manage and guide the construction of agricultural scientific research, technology popularization and education and training system; Implementing the strategic work of rejuvenating agriculture through science and education; Organizing the selection and implementation of major scientific research and technology promotion projects; To manage, declare and recommend scientific and technological achievements; To guide the work of agriculture and farmers' education and organize the evaluation of farmers' technical titles; Responsible for agricultural technology publicity and organizing and guiding agricultural exhibition activities; Responsible for the management and guidance of relevant associations and societies related to agriculture.

(7) Planting Management Section

studies and puts forward planting development plans and major technical measures; Guide the adjustment of planting structure and layout; Responsible for the implementation and management of planting production project construction; Organize the experiment, demonstration and popularization of advanced technology for crops; Introduce excellent varieties of crops and advanced technologies; To formulate plans for breeding and seed engineering of improved crop varieties and organize their implementation; To guide the storage and allocation of production materials such as seeds and fertilizers for disaster relief; Guide the prevention and control of crop diseases, pests, rodents and snails; Responsible for plant quarantine. Responsible for the protection of agricultural biological species and wild plants.

(8) Agricultural Mechanization Management Office

Implement the national and provincial guidelines and policies on agricultural mechanization and implement the laws, regulations and rules on agricultural mechanization;

to draw up the development plan of agricultural mechanization; Introduce advanced and applicable agricultural machinery at home and abroad, do a good job in demonstration and promotion, and guide the structural adjustment of agricultural machinery products; To formulate agricultural machinery operation specifications and technical standards; Implement the safety supervision of tractors and combine harvesters and the safety education of agricultural machinery personnel;

(9) Animal Husbandry and Veterinary Office

guides the structural adjustment of animal husbandry, studies and puts forward the development plan and major technical measures of animal husbandry (feed production);

To be responsible for veterinary medicine, veterinary drug administration and management of breeding livestock, pasture, feed and feed additives;

responsible for the introduction, improvement and popularization of fine varieties and advanced production technologies of livestock and poultry;

organize and implement animal epidemic prevention and quarantine work; Organizing the control and extermination of animal epidemics;

to organize the supervision and implementation of national, industrial and local standards for veterinary medicine, pasture, feed, feed additives and livestock and poultry breeds;

organize and implement the protection of livestock resources and grassland resources;

responsible for relevant business statistics;

responsible for the business guidance of animal husbandry and veterinary departments at all levels.

(1) The Office of Comprehensive Agricultural Development

formulates the medium and long-term plan for comprehensive agricultural development; Carry out pre-project preparation and declaration; Organize the implementation of the project according to the plan approved by the superior agricultural comprehensive development office, and organize the comprehensive acceptance of the completed project; To formulate detailed rules for the implementation of comprehensive agricultural development projects and fund management; To guide the comprehensive development of agriculture in cities (districts) and towns and the professional training of cadres in project areas; Responsible for the planning and implementation of farmland capital construction; Put forward measures and methods for the protection, compensation and improvement of cultivated land; Monitor the farmland fertility in the city and implement the "fertile soil project" to improve the soil fertility; To guide and manage the protection and construction of agricultural ecological environment; Responsible for the protection of agricultural land and wetlands suitable for agriculture; Guide the comprehensive development and utilization of rural renewable energy.

(11) The Personnel Department

is responsible for the personnel, labor wages, labor insurance, trade unions, youth league, women, family planning, education and training, and the work of retired veteran cadres of the bureau and its directly affiliated units;

coordinate the relevant departments to do a good job in organizing the application and evaluation of professional and technical qualifications and identifying the professional skills of specific trades in the industry; To be responsible for the Party-masses, discipline inspection, supervision, and the construction of a clean and honest party style of the bureau and the directly affiliated units.

(12) Office of the Leading Group for Poverty Alleviation and Development

to organize and coordinate the work of helping poor counties and supporting the Three Gorges reservoir area;

responsible for the allocation, management and supervision of poverty alleviation funds.
