Article 1 In order to further strengthen the management of the special research fund for doctoral programs in colleges and universities (hereinafter referred to as the doctoral program fund), improve the efficiency in the use of funds, and promote the construction of doctoral programs in colleges and universities and the development of scientific research, these Measures are formulated in accordance with the provisions of relevant state financial rules and regulations and in combination with the characteristics of the management of doctoral programs funds.

Article 2 The doctoral program fund comes from the special appropriation of the central government and is used for the basic research and applied basic research of doctoral programs in colleges and universities approved by the the State Council Academic Degrees Committee, giving priority to supporting projects that meet the following conditions: (1) Research projects with novel academic ideas, strong innovation, important scientific significance or important application prospects; (two) to promote the formation and development of new disciplines and new majors, and accelerate the construction of key disciplines in colleges and universities and the construction of state key laboratories; (3) Promote interdisciplinary infiltration and explore interdisciplinary, interdisciplinary research and interdisciplinary joint research topics that are conducive to giving full play to the advantages of colleges and universities.

Article 3 The doctoral fund shall follow the principles of relying on experts, promoting democracy, fairness and reasonableness, merit-based funding and earmarking. The management and use of funds must meet the requirements of these measures and the relevant financial rules and regulations of the state.

Article 4 Under the leadership of the Ministry of Education, the special research fund office for doctoral programs in colleges and universities (hereinafter referred to as the doctoral program fund office) is specifically responsible for the management of doctoral program funds. Its main responsibilities are: to announce the priority areas of the doctoral program fund on an annual basis; Prepare the general budget and final accounts of the fund; Organize the application and review of projects, and put forward the funded projects and their budgets; Prepare the plan management fee budget; Supervise and inspect the implementation of funded projects and the management and use of funds; Annual summary and project acceptance; Establish and improve the expert evaluation system.

Article 5 The doctoral program fund is divided into three categories: general projects, outstanding young teachers' projects and key projects. The general project is used to fund professors who are working in the front line of scientific research in colleges and universities and have been officially approved by relevant departments to have doctoral guidance qualifications. There should be doctoral students in research work. Excellent young teachers program is used to support full and associate professors under the age of 45 who work in national key disciplines and key laboratories of universities. Key projects are used to fund doctoral professors and carry out research projects based on existing research foundations, which can make breakthrough progress in a short time and are expected to be included in major national scientific research plans.

Article 6 The doctoral program fund shall implement the system of project leader. Only one project leader can be identified for the project applying for funding, and the project leader enjoys full autonomy within the approved planned tasks and budget, and assumes corresponding responsibilities.

Article 7 A project must and can only have one project supporting unit, and the project supporting unit shall provide necessary conditions for the implementation of the project. Eighth doctoral applications are accepted once a year, and the acceptance time is March of that year.

Article 9 A project applying for funding shall meet the following conditions: (1) The purpose and significance are clear, the argument is well-founded, and the research technical route is reasonable and feasible; (2) Having made investigations at home and abroad, and the research content is unique and does not duplicate with other units; (3) Having certain research foundation and experimental conditions; (four) the implementation of personnel, with the ability to carry out in-depth research; (5) The budget is realistic.

Article 10 Project application procedures: (1) The project applicant shall fill in the Application for Special Research Fund for Doctoral Programs in Colleges and Universities (hereinafter referred to as the Application) in accordance with the provisions of these Measures. When filling in the Application Form, we should make full use of the existing conditions of the school in line with the principle of thrift and careful calculation, and prepare a realistic project budget, and must explain whether there are other funding channels. The maximum application funds for general projects and outstanding young teachers' projects shall not exceed 200,000 yuan, and the maximum application funds for key projects shall not exceed 500,000 yuan. (two) the project supporting units should strictly examine the Application Form in accordance with the relevant provisions, and report it to the doctoral foundation office after signing the opinions.

Article 12 When a grantee applies for a project again, he can only apply after the original funded project is completed. Professors who are qualified for doctoral guidance in national key disciplines and national key laboratories can receive two funded projects (including participation in scientific research projects). When the grantee applies again, he must wait for one of the funded projects to be completed before applying. Thirteenth approved doctoral programs, as a state-funded project, are included in the research plan of the project supporting unit, which is responsible for the daily management of the project implementation process and provides support and guarantee in terms of manpower and material resources.

Article 14 After receiving the notice of approving the funded project, the project supporting unit shall fill in the Annual Implementation Plan of the Project Funded by the Special Research Fund for Doctoral Studies in Colleges and Universities and the Annual Project Budget Support Form of the Special Research Fund for Doctoral Studies in Colleges and Universities within one and a half months, and report it to the Doctoral Studies Fund Office. If it is not reported within the time limit, it will be given up automatically.

Article 15 After receiving the Annual Implementation Plan of the Special Research Fund for Doctoral Programs in Colleges and Universities and the Annual Budget Plan of the Special Research Fund for Doctoral Programs in Colleges and Universities, the Office of Doctoral Programs Fund will allocate the project funds to the supporting units and the project will be implemented immediately.

Article 16 The person in charge of the project shall fill in the annual work report of the project funded by the special research fund for doctoral programs in colleges and universities in the previous year before 1 10.30 every year, which shall be summarized by the project supporting unit and submitted to the doctoral program fund office before10.30. If it is overdue, the funding will be suspended.

Article 21 The plan management fee refers to the fee paid by the doctoral fund office to manage the selection, evaluation, supervision and inspection of doctoral fund projects. The plan management fee budget is divided into income budget and expenditure budget: the income budget includes financial subsidy income and evaluation fee income. Among them, the financial subsidy income shall not exceed 3% of the total doctoral fund. Expenditure budget includes expenses directly related to fund management, such as research fees, conference fees, review fees, project inspection and performance evaluation fees.

Twenty-second doctoral fund office is responsible for the preparation of the plan management fee budget, but not the deficit budget; The Ministry of Education is responsible for auditing the management fee budget; The Ministry of Finance shall examine and approve the management fee budget according to the annual plan. If there is any balance after the plan management fee is balanced, it will be carried forward to the next year for continued use.

Twenty-third project funds refer to the expenditure directly used to fund doctoral researchers in colleges and universities to carry out project research according to regulations. Specifically, it includes: scientific research business expenses: testing, calculation and analysis expenses; Research, academic meetings, travel expenses; Printing expenses of commercial materials and documents. Expenses of experimental materials: the purchase expenses of consumables such as raw materials, reagents and medicines; The purchase, planting and feeding expenses of experimental animals and plants; Collection, processing, packaging and transportation expenses of specimens and samples. Instrument and equipment costs: the purchase, transportation and installation costs of special instruments and equipment; Purchase fees and processing fees of materials and accessories for self-made special instruments and equipment. Labor expenses: The labor expenses of graduate students and postdoctoral staff who directly participate in the project research generally do not exceed 5% of the project funds. Public facilities expenses: expenses incurred in the use of school public facilities during the project implementation, such as water, electricity, gas, venues, etc. The maximum cost of public facilities shall not exceed 5% of the project funds allocated in the current year, and shall not be extracted in advance or repeated. Once the project budget is approved, it will generally not be adjusted. If it is really necessary to adjust, it should be re-submitted for approval according to the prescribed procedures.

Twenty-fourth in the research project annual surplus funds, carried forward to the next year to continue to use. After the completion of the project, it will be accepted according to the regulations, and the surplus funds will be used for the school to subsidize scientific research and development. The project leader can give priority.

Twenty-fifth doctoral foundation office, project leader, project supporting units must strictly implement the approved budget, and shall not exceed the budget.

Twenty-sixth doctoral fund must be earmarked, and no unit or individual may intercept, occupy or misappropriate it for any reason or way.

Twenty-seventh doctoral fund shall not be used to pay all kinds of fines, donations, sponsorship, investment and other expenses, shall not be used for all kinds of welfare expenditures, and shall not be used for other expenditures prohibited by state regulations. Twenty-eighth project funds are approved once a year, divided into three years. The first funds are allocated according to 50% of the total project funds approved in that year, usually before September of that year. In principle, the second and third allocations are allocated at 25%.

Article 29 Each project undertaker shall submit the annual final accounts of the doctoral program fund to the doctoral program fund office of our school according to the relevant systems and regulations.

Thirtieth project completion accounts should be accepted at the same time with the project results and fixed assets.

Article 31 After the funded project is completed, the project leader shall clean up the accounts in time, verify the appropriation and expenditure figures, carefully prepare the final statement of the doctoral fund in strict accordance with the relevant national financial system and the expenditure scope stipulated in these Measures, and submit it to the doctoral fund office after being audited by the scientific research management department, financial department and audit department of the project supporting unit. Thirty-second fixed assets purchased with special funds for doctoral programs belong to state-owned assets and should be included in the fixed assets account of the project supporting unit for accounting and management.

Thirty-third doctoral research papers and monographs should be marked with the words supported by the special research fund for doctoral programs in colleges and universities. The ownership and use of copyright shall be implemented in accordance with the relevant provisions of the state.

Thirty-fourth evaluation or appraisal of research results must be reported to the doctoral fund office for examination and approval, and implemented in accordance with relevant state regulations.

Article 35 The Ministry of Education shall, jointly with the Ministry of Finance or entrust other institutions to supervise and inspect the management and use of funds. Establish a project tracking feedback system, keep abreast of the implementation of the project contract and the use of funds, and ensure the rational use of funds in accordance with the approved budget.

Article 36 The project supporting unit shall establish and improve the supervision and restraint mechanism for the use and management of funds, and supervise the use and expenditure of the doctoral fund in our school, so as to ensure that the examination and approval procedures are complete, the accounts are clear, the contents are true, the accounting is accurate, and the supervision measures are effective, so as to ensure the safe and rational use of funds.

Thirty-seventh project executors must strictly implement the project budget and consciously control the capital expenditure. To resort to deceit, misuse, misappropriation of special funds and other violations of financial discipline, in accordance with the relevant provisions of the project executor and the school to give administrative and economic penalties, and depending on the situation to take informed criticism, stop funding, terminate the project and other measures.

Thirty-eighth doctoral fund office to establish a fund project library, and according to the provisions of management.

Thirty-ninth doctoral fund management department will gradually establish a performance evaluation system for project expenditures. Fortieth these Measures shall come into force as of the date of promulgation. If the relevant provisions previously issued are inconsistent with these Measures, these Measures shall prevail.

Article 41 The Ministry of Finance and the Ministry of Education shall be responsible for the interpretation of these Measures.
