Qu Geping, born in June 193 in Feicheng, Shandong Province, is currently a member of the Standing Committee of the National People's Congress, chairman of the Environment and Resources Protection Committee of the National People's Congress and chairman of the China Environmental Protection Foundation.
In p>1972, Premier Zhou Enlai sent a delegation of China government to attend the conference on human environment held in Stockholm, Sweden. Qu Geping also attended the conference and changed his life. After returning home, he and the delegates compared the environmental problems listed by the congress with those in China, and found that in many respects, China's environmental problems were no less than those in capitalist countries, while areas that were originally thought to have no problems, such as oceans, forests and skies, became big problems overnight. Originally thought to be a local problem, it has become a national problem overnight, which must be solved by taking measures from the development strategy and the overall situation. When summing up the meeting, the delegates discovered that China at that time could not even understand the scientific definition of environmental problems. At that time, China's understanding of environmental problems was not the same as that of the world. China thought that environmental problems were only local industrial "three wastes" (waste water, waste gas and waste residue) pollution, while the world talked more about economic and social development and the environment, biosphere, hydrosphere, atmosphere and forest ecosystem. On the understanding of the severity of environmental problems, the Stockholm Congress also made China people break out in a cold sweat.
In China in the early 197s, people only knew "environmental sanitation" and "sanitation workers", but they didn't know there was the concept of environmental protection. Experts have different opinions on what to call the prevention and treatment of environmental problems. Finally, on the basis of fully listening to experts' opinions, Qu Geping suggested that it should be translated literally from English and called "environmental protection". This is the first time in history that China people have combined the two seemingly unrelated words "environment" and "protection".
On August 5th, 1973, with the support of Premier Zhou Enlai, China held the national conference on environmental protection for the first time in the name of the State Council. Since then, environmental protection has been formally put on the agenda in China, and the environmental protection cause in China has finally started. In 1983, the second national conference on environmental protection was held. At this conference, "environmental protection" was officially listed as a basic national policy of our country, and the importance of environmental protection work was mentioned to an unprecedented height. At this meeting, the idea of "taking the road of environmental protection with China characteristics" was decided in the form of meeting documents.
Qu Geping often said that environmental protection in China started with publicity. Therefore, he attached great importance to propaganda. When he was the director of the State Environmental Protection Administration, he had the idea of declaring war on environmental damage, ecological damage and waste of resources through the news media and public opinion tools, so that environmental awareness could penetrate into the hearts of leaders at all levels and all the people. In 1993, Qu Geping was transferred as the director of the Environment and Resources Committee of the National People's Congress, and he began to implement the "China Environmental Protection Century Tour". The "China Environmental Protection Century Tour" was a hit, and many typical examples were captured, which caused great repercussions in the society and was praised by the broad masses of the people.
Qu Geping's outstanding achievements have won a series of international awards. When he won the first prize-the United Nations Environment Award, he donated the $1, prize and set up the China Environmental Protection Fund to devote himself to and promote environmental protection in a new way.
In June p>1992, the United Nations Conference on Environment and Development (UNCED) was held in Rio de Janeiro, Brazil.
