According to the 20 19 special poverty alleviation fund allocation table issued by the central government, Yunnan, Xinjiang, Gansu and Guizhou received the largest financial support, all exceeding 654.38 billion yuan, and Jiangsu, Zhejiang, Fujian, Shandong, Guangdong and other coastal areas all allocated funds below 654.38 billion yuan.
The circular calls for solving the outstanding problems of "two worries and three guarantees", making full use of existing policies, and focusing on supporting eligible "two worries and three guarantees" projects through channels such as industry poverty alleviation funds, financial integration funds of poor counties, and assistance funds.
In terms of fund allocation, all provinces should timely allocate and release funds according to regulations, implement poverty alleviation projects as soon as possible, and ensure accurate use of funds. While strengthening the industrial poverty alleviation mechanism, we should establish a long-term mechanism to clean up idle funds and improve the efficiency of fund use. Stimulate the endogenous motivation of the poor and resolutely correct the problem of "one hair" and "one share".
In addition, all localities should adhere to the openness of the distribution results of poverty alleviation funds at the provincial, city and county levels, and the arrangement of poverty alleviation projects at the rural level and the results of the use of funds.
