You can apply for serious illness assistance from the township people's government, sub-district office, or civil affairs department.

The following people can apply for relevant medical assistance: (1) Family members receiving minimum living allowance; (2) Persons supported by extremely poor families; (3) Persons with other special difficulties specified by the people's government at or above the county level.

Medical assistance is provided in the following ways: (1) Subsidy is provided to the individual payment portion of the assistance recipients’ participation in the Urban Resident Basic Medical Insurance or the New Rural Cooperative Medical Care; (2) The assistance recipients are paid through basic medical insurance, critical illness insurance and other supplementary medical insurance

Finally, subsidies will be given to individuals and their families for out-of-pocket expenses for basic medical care that meet the regulations and are difficult to bear.

Medical assistance standards shall be determined and announced by the people's governments at or above the county level in accordance with the level of economic and social development and the status of medical assistance funds.

Applications for medical assistance should be submitted to the township people's government or sub-district office. After review and publicity, the application will be reviewed and approved by the civil affairs department of the county-level people's government.

Medical assistance for members of families with minimum subsistence allowances and extremely poor dependents shall be directly handled by the civil affairs department of the people's government at the county level.

People's governments at or above the county level should establish and improve a medical expense settlement mechanism that connects medical assistance with basic medical insurance and critical illness insurance to provide convenient services for medical assistance recipients.

The state has established a disease emergency assistance system to provide assistance to patients with acute, severe or critical injuries who need first aid but whose identities are unknown or who are unable to pay for first aid.

First aid expenses that comply with regulations are paid by the Disease Emergency Relief Fund.

The disease emergency assistance system should be connected with other medical security systems.
