The "Notice" clarifies that entities such as universities, scientific research institutes, and enterprises, in accordance with the principles of openness, voluntariness, and two-way selection, will participate in various national science and technology plan projects they undertake, such as the National Natural Science Foundation of China, major national science and technology projects, and national key projects.
R&D plans, technological innovation guidance special projects (funds), and base and talent special projects (including national key laboratories, national engineering research centers, national technology innovation centers, national clinical medical research centers, national scientific and technological resource sharing service platforms, etc.),

The "Notice" points out that in terms of scientific research project funds, the "labor fee" subject and the remaining funds can be used for labor remuneration and social insurance subsidies for scientific research assistants in accordance with relevant regulations.
For new projects, funding needs should be carefully calculated based on the employment situation of scientific research assistants, and expenditures should be listed based on actual conditions; project undertaking units are encouraged to coordinate existing funding channels and provide special funds to provide long-term stable support for scientific research assistant positions.
The "Notice" requires that the project undertaking unit determines the salary standard of scientific research assistants with reference to similar positions at the same level in the unit, which shall not be lower than the local minimum wage standard; scientific research assistants must participate in social insurance and housing provident funds, etc.
During the period when college graduates serve as scientific research assistants, their household registration can be stored in the location of the project unit or the location of household registration before enrollment; their files can be stored in the project unit, etc.
The length of service after employment and the working time during the period of scientific research assistant are combined for calculation, and the social insurance payment years are combined for calculation.
