Article 7 The social insurance administrative department of the State Council is responsible for the management of social insurance nationwide, and other relevant departments of the State Council are responsible for relevant social insurance work within the scope of their respective duties.

The social insurance administrative departments of local people's governments at or above the county level are responsible for the social insurance management work in their respective administrative regions. Other relevant departments of local people's governments at or above the county level are responsible for relevant social insurance work within their respective scope of duties.

Article 8 Social insurance agencies provide social insurance services and are responsible for social insurance registration, personal rights records, and payment of social insurance benefits.
