1. After drawing lots at the guidance desk of the Municipal Affairs Center, the applicant shall submit the application materials at the Civil Affairs Bureau window. The window staff will conduct a preliminary examination of the materials and accept them after passing the preliminary examination. If the acceptance notice is not standardized or does not meet the statutory form, the applicant will be informed at one time. 2 review the application materials, organize on-site reconnaissance, and put forward the proposed opinions. 3. After the chief representative has passed the examination and approval, it shall be issued by the bureau leaders. 4. The applicant shall, with the acceptance notice, go to the window of the Civil Affairs Bureau to receive the Registration Certificate of Branches of Social Organizations or the Registration Certificate of Representative Organizations of Social Organizations or the Decision of Not Granting Permission.

5. Resolutions of the Council of Social Organizations or the Standing Council

6. Fill in a complete registration form for branches and representative offices of social organizations.

The application shall include the reasons for the establishment, the business scope and tasks of the branches and representative offices.

If the domicile of the representative office or branch of a social organization is not in the same place as that of the social organization, it shall also submit the opinions of the local registration authority to be established.

Where a social organization establishes a special fund management committee, it shall also submit materials in accordance with the Interim Provisions on the Establishment of Special Fund Management Institutions by Social Organizations.

Third, the statutory time limit

Within 25 working days (excluding holidays) from the date of receiving the application.

Legal basis: "Regulations on the Administration of Registration of Social Organizations" Article 30 If a social organization is under any of the following circumstances, the registration administration organ shall give it a warning, order it to make corrections, stop its activities within a time limit, and order it to replace the directly responsible person in charge; If the circumstances are serious, the registration shall be revoked; If the case constitutes a crime, criminal responsibility shall be investigated according to law:

(1) Altering, leasing or lending the registration certificate of a social organization as a legal person or leasing or lending the seal of a social organization;

(two) to carry out activities beyond the purpose and business scope stipulated in the articles of association;

(3) refusing or failing to accept supervision and inspection in accordance with regulations;

(four) do not go through the registration of change in accordance with the provisions;

(five) in violation of the provisions of the establishment of branches and representative offices, or neglect of management of branches and representative offices, resulting in serious consequences;

(6) engaging in profit-making business activities;

(7) Embezzling, dividing up, misappropriating the assets of social organizations or accepting donations and subsidies;

(eight) in violation of the relevant provisions of the state to collect fees, raise funds or accept and use donations and subsidies. If the acts specified in the preceding paragraph have illegal business turnover or illegal income, they shall be confiscated and may be fined more than 3 times and less than 3 times the illegal income.
