The difference between special housing maintenance fund and public maintenance fund
Public * * * maintenance fund refers to the maintenance fund for public * * * parts and facilities and equipment of residential buildings according to the provisions of the Measures for the Administration of Maintenance Fund for Facilities and Equipment Used in Residential Buildings of the Ministry of Construction. The maintenance fund for units selling public houses is jointly raised by the units selling houses and the employees buying houses, and the ownership belongs to the purchaser, which is used for the maintenance of public parts and facilities of residential buildings.
Special maintenance funds refer to the funds that the owners of residential properties pay a certain amount of funds to a special account for the maintenance of public parts and facilities and equipment in the property area, and authorize the owners' committee to manage and use them in a unified way. On the basis of the original legal documents, the Measures for the Management of Special Maintenance Funds for Residential Buildings, which was implemented in 2008, made more detailed and clear provisions on the collection, management and use of special maintenance funds.
In fact, the residential special maintenance fund is a continuation of the public maintenance fund. In nature, the two are basically the same. It's just because the ages are different and the names are different, which is essentially the same theme. In 2007, after the promulgation of the Measures for the Administration of Special Maintenance Funds for Residential Buildings, the original public maintenance funds were renamed as special maintenance funds.
What is the purpose of the maintenance fund?
1, general facilities
* * * facilities are used by everyone and are easily damaged in daily life. General facilities include elevators, antennas, street lamps, lighting, fire-fighting facilities, green spaces, roads, ditches, pools, wells, non-operating parking garages, public cultural and sports facilities, garbage bins, garbage passages, septic tanks, smoke exhaust passages, pumps, water tanks, mailboxes, lightning protection devices, fire-fighting equipment, fire hydrants, drainage pipes and inspection wells.
2, general * * * with parts
The shared part refers to the shared area of the building, which everyone passes through every day, or is shared by two houses. General facilities include: basic structural parts such as foundation, load-bearing wall, column, beam, floor slab, roof and outdoor wall, public transportation parts such as corridors, stairs, foyer and lobby, and structural parts such as refuge floor, equipment floor or computer room.
3. Shaft part
The shaft part is very complicated, with many parts inside and high frequency of daily use. Car frame, car replacement, control box (calling) overload device, safety clamp, automatic door mechanism, car door safety contact plate replacement, portal crane guide rail, deformed and damaged parts replacement guide shoe: traction wire rope replacement as a whole, all replacement, guide shoe buffer counterweight replacement: buffer spring or piston replacement.
