Article 1 In order to standardize and strengthen the management of the collection, distribution and use of lottery public welfare funds, improve the supervision mechanism of lottery public welfare funds and improve the efficiency in the use of funds, these Measures are formulated in accordance with the relevant provisions of the Regulations on Lottery Management (Order No.554 of the State Council) and the Detailed Rules for the Implementation of the Regulations on Lottery Management (Order No.67 of the Ministry of Finance, the Ministry of Civil Affairs and the State Sports General Administration).

Article 2 The lottery public welfare fund shall be drawn from the lottery issuance and sales income according to the prescribed proportion and used exclusively for social welfare, sports and other social welfare undertakings.

Overdue bonuses are included in the lottery public welfare fund.

Article 3 The lottery public welfare fund shall be included in the budget management of government funds, which shall be used exclusively, and the balance shall be carried forward to the next year for continued use.
