According to statistics, at present, more than 30 provinces and cities in China, including Shandong, Anhui, Guangdong, Zhejiang and Shaanxi, have defined the photovoltaic subsidy policy.
The state finance establishes a renewable energy development fund, the sources of which include the special funds arranged by the state in the fiscal year and the additional income of renewable energy electricity price levied according to law.
The renewable energy development fund is used to charge the difference stipulated by law and support the following matters:
(1) Scientific and technological research, standard formulation and demonstration projects for the development and utilization of renewable energy;
(2) Renewable energy utilization projects in rural and pastoral areas;

Article 19 The on-grid electricity price of renewable energy power generation projects shall be determined by the competent price department of the State Council according to the characteristics of different types of renewable energy power generation and the conditions in different regions, in accordance with the principle of promoting the development and utilization of renewable energy and being economical and reasonable, and adjusted in a timely manner according to the development of renewable energy development and utilization technology. The on-grid electricity price shall be announced.
In accordance with the provisions of the third paragraph of Article 13 of this Law, the on-grid electricity price of renewable energy power generation projects subject to tender shall be implemented at the price determined by the winning bidder; But it shall not be higher than the on-grid tariff level of similar renewable energy power generation projects determined in accordance with the provisions of the preceding paragraph.
Article 20 For the difference between the cost of purchasing renewable energy electricity according to the on-grid tariff determined in Article 19 of this Law and the cost calculated according to the average on-grid tariff of conventional energy generation, power grid enterprises shall levy additional compensation for the renewable energy electricity price on the national sales.
Article 21 The reasonable access fees and other reasonable related fees paid by power grid enterprises for purchasing renewable energy and electricity can be included in the transmission cost of power grid enterprises and recovered from the sales price.
Article 22 The sales price of public renewable energy independent power systems invested or subsidized by the state shall be included in the same area, and the reasonable operation and management expenses exceeding the sales price shall be compensated in accordance with the provisions of Article 20 of this Law.
Twenty-third renewable energy, heat and gas prices entering the urban pipe network shall be determined according to the principles of promoting the development and utilization of renewable energy and being economical and reasonable, and according to the price management authority.
Twenty-fifth financial institutions can provide financial discount loans to renewable energy development and utilization projects that are listed in the national guidance catalogue for the development of renewable energy industry and meet the credit conditions.
Article 26 The State gives preferential tax treatment to projects listed in the guidance catalogue for the development of renewable energy industry. Specific measures shall be formulated by the State Council.
Twenty-seventh electric power enterprises should truly and completely record and save the relevant information of renewable energy power generation, and accept the inspection and supervision of electric power regulatory agencies.
When conducting inspections, the electricity regulatory agencies shall follow the prescribed procedures and keep business secrets and other secrets for the inspected units.
