According to the Notice of Ministry of Human Resources and Social Security and the Ministry of Finance on Adjusting the Basic Pension for Retirees in 2022 (Ministry of Human Resources and Social Security Fa [2022] No.27) and the requirements of the video conference on adjusting the basic pension for retirees in 2022, the adjustment of the basic pension for retirees in 2022 should be completed before the end of July. In order to ensure that the basic pension adjustment for retirees in our province is completed on time and with high quality, relevant matters are hereby notified as follows:

First, make preparations in advance to ensure the smooth progress of debugging.

(1) Clean up the treatment items in advance. In the early stage, all localities were required to clean up the pension insurance benefits for enterprise employees, and it was found that some social security agencies included out-of-pocket items in the overall payment scope of social security funds, which crowded out social security funds and affected the pension adjustment level of retirees. All localities should coordinate the sources of funds for external payment projects, eliminate the scope of overall payment before adjusting the basic pension, and settle the funds after the state approves the clean-up plan for the treatment projects in our province. At the same time, it is necessary to make a smooth connection between the overall payments of external payment projects and ensure that the treatment of relevant personnel is not "broken".

(2) Prepare for business in advance. This year is the first year after the implementation of the basic pension adjustment for retirees in our province. Social security agencies at all levels shall, in accordance with the unified arrangement of the provincial social security center, seize the time to test the relevant functions in the system to ensure that the relevant functions meet the policy requirements and run smoothly. At the same time, it is necessary to strengthen communication and cooperation with financial departments, pension payment financial institutions and other departments, refine tasks, clarify the division of responsibilities, and do a good job in the preparation of various insurance contributions. The provincial social security center has put forward the time limit requirements for the issuance of provincial institutions of banks.

(3) Make arrangements for funding in advance. Social security agencies at all levels should accurately calculate the replacement funds needed to coordinate the adjustment of the basic old-age pension for local organs and institutions, report to the local human resources and social departments and financial departments in a timely manner, and take effective measures to ensure that all replacement funds are in place before July 10. If the treatment of retired teachers in primary and secondary schools run by the original enterprise is managed and distributed by the competent department, it is necessary to take the initiative to dock and guide the relevant competent departments to do a good job in adjusting and calculating the treatment of retirees and arranging funds. Counties (cities, districts) with difficulties in raising funds, all districts and cities should focus on it and supervise the implementation of funds. The funds needed for the adjustment of the basic old-age insurance for enterprise employees shall be uniformly allocated by the Provincial Department of Finance after reporting to the unified support plan.

Second, pay attention to details to ensure the orderly completion of node tasks.

(3) Organize distribution in place as soon as possible. If the local reserve fund is sufficient to pay the enterprise retirees to be reissued this year, the pension for the enterprise retirees to be reissued can be paid in advance; If the local reserve fund is insufficient to pay, it will be issued immediately after the provincial financial department allocates the funds to be reissued. If the endowment insurance of local organs and institutions is paid in advance, the pension of retirees of organs and institutions can be paid in advance. (Time limit for completion: before July 15)

(4) Scientific propaganda. Social security agencies at all levels should adopt various publicity methods through various channels, accurately interpret policies, correctly guide public opinion, respond to social concerns in a timely manner, and create a good social atmosphere. It is necessary to set up a special consultation window, answer questions in a unified way, and answer retirees' questions patiently and meticulously. It is not allowed to announce the proportion and level of item-by-item adjustment of enterprises and institutions, and avoid using propaganda terms such as "eighteen consecutive increases in pensions". It is necessary to sort out the risk points according to the actual work, pay special attention to the reflection of key groups, and report to the provincial editorial office and the provincial social security center in time in case of major problems to ensure the smooth adjustment of pensions. (5) Seriously sum up the work. The social security agencies of each district and city shall, in combination with the work to be organized and implemented, timely summarize the data, carefully summarize and analyze, and form a written report and submit it to the provincial social security center. The third is the overall deployment to ensure that the work is implemented in detail.

(a) to formulate a work plan. All localities should formulate specific distribution work plans, clarify the division of responsibilities and implement safeguard measures in light of actual conditions. The basic pension adjustment and payment working group (attachment 1) established by the provincial social security center is responsible for scheduling and guiding the implementation of payment in various places. Social security institutions at all levels should also set up working groups to be responsible for adjusting the issuance and implementation of basic pensions.

(two) the implementation of daily scheduling. All districts and cities are requested to fill in the Contact Form for Adjusting the Payment of Basic Pensions in 2022 (Annex 2) and report it to the Provincial Social Security Center before July 8.
