One care: "One care" means that the state gives care to AIDS patients and patients, and governments at all levels include AIDS patients and their families with financial difficulties in the scope of government subsidies, and give living allowances according to the provisions of relevant social assistance policies; Help productive HIV-infected people and patients to engage in productive activities and increase their income.

Legal basis: Article 7 1 of the Social Insurance Law, the state establishes a national social security fund, which is composed of funds allocated by the central government and other ways approved by the State Council, and is used to supplement and adjust social security expenditures.
