The Beijing Municipal Human Resources and Social Security Bureau announced that starting this year, the qualification assistance certification for people living in other places in the city to receive social security benefits will be conducted online for the first time.
Since 2010, this city has adopted a qualification certification method for people receiving social security benefits. People living abroad and in other places need to present relevant materials for certification.
In order to facilitate the insured and increase the authenticity and reliability of the certification, starting from this year, this city will use the off-site withdrawal system to assist in the certification of qualifications for receiving social insurance benefits.
According to reports, those who receive the city’s social security benefits on a monthly basis before December 31, 2013 (inclusive) and who are not registered in the city or who have lived in other places for a long time must participate in the 2014 off-site qualification certification.
If the place of residence has opened online certification, the person receiving benefits will receive an "online certification form" sent by the insured place. If the place of residence has not yet opened online certification, the person receiving benefits will receive a "return certification form."
After receiving the certification form, the recipients should bring relevant materials to the county (district) social security agency or its recognized street (township) social security office in the current place of residence for qualification certification within the specified period.
Through online certification, the "online certification form" is retained by the certification place, and the certification results are transmitted back to the city's social security agency through the Internet.
To handle the certification procedures by mail, the person receiving benefits must put the "Return Certification Form" stamped with the official seal of the assisting certification agency and his or her signature into a return envelope and send it back to his or her unit before July 31.
For elderly, frail and disabled recipients, the social security office where they live will provide door-to-door services after receiving an application for door-to-door certification from themselves or their relatives.
For those who fail to report certification results on time, the social security agency will suspend payment of social security benefits two months after the deadline.
