major duty

(a) the implementation of national human resources and social security laws, regulations and policies; Draw up the development plan and work plan of human resources and social security in the county, draft normative documents on human resources and social security, and organize the implementation, supervision and inspection; Comprehensive management, supervision, guidance and coordination of human resources and social security work in the county.

(two) to formulate and organize the implementation of the county's human resources market development plan and human resources flow policy, to guide the county to establish a unified and standardized human resources market, and to promote the rational flow and effective allocation of human resources.

(III) To be responsible for promoting employment, drawing up the overall urban and rural employment development plan, improving the public employment service system, organizing the implementation of employment assistance, vocational qualification system and other policies, coordinating the establishment of vocational training system for urban and rural workers, taking the lead in implementing the employment policy for college graduates, and implementing the training incentive policy for high-skilled talents and rural practical talents jointly with relevant departments.

(4) Coordinate the establishment of a social security system covering urban and rural areas. Organize the implementation of urban and rural social insurance and supplementary insurance policies and standards, and implement the basic old-age insurance and social security fund investment policies of government agencies and institutions. In conjunction with relevant departments, formulate measures for the management and supervision of social insurance and its supplementary insurance funds, implement supervision, and work out the draft budget and final accounts of the county's social insurance funds in conjunction with relevant departments.

(five) responsible for the county's employment, unemployment, social insurance fund forecast and information guidance, formulate response plans, implement prevention and control, and maintain the stability of the employment situation and the overall balance of social insurance funds.

(six) to be responsible for the comprehensive management of the distribution of wages and income in government agencies and institutions; Organize the implementation of the salary and income distribution policy for personnel of government agencies and institutions, cooperate with relevant departments to review the salaries, bonuses, subsidies and retirement fees of personnel of government agencies and institutions at the same level included in the unified salary distribution scope of county-level finance, implement the welfare and retirement policies for personnel of government agencies, enterprises and institutions, establish the normal salary growth and payment guarantee mechanism for personnel of government agencies and institutions, and guide and supervise the implementation of the income distribution policy for operators of state-owned enterprises.
