Article 2 The issuance of lottery tickets shall be uniformly planned by the China Social Welfare Prize-winning Fund-raising Committee and carried out in a planned way in conjunction with relevant departments. Article 3 The main tasks of the China Social Welfare Prize-winning Fund-raising Committee in the issuance work are: to formulate the annual plan and methods for lottery issuance; Producer lottery tickets; Planning the development of national prize-winning fund-raising activities; Guide, supervise and inspect the work of local fundraising committees. Article 4 The tasks of the local fundraising committee are: to formulate plans and detailed rules for the local lottery issuance; Organize the issuance, sales, lottery and redemption work; The implementation of various statistical and financial accounting work. Article 5 Lotteries may be sold by social welfare enterprises, institutions, neighborhood committees and village committees, or by banks, postal services, commerce, service systems and other state-owned and collective enterprises and institutions. Article 6 Lottery tickets are issued to urban and rural people in China and foreigners in China. Article 7 Lottery tickets shall be purchased on a voluntary basis, and shall not be forced, apportioned or purchased with public funds. Article 8 The denomination of the lottery ticket is RMB 1 yuan, the bonus return rate is 35% of the total issued amount, the winning area is about 1%, and the maximum bonus is RMB 1, yuan. Ninth before the lottery, the unsold lottery tickets should be cleaned up and registered, so that the money and coupons are consistent, and the unsold lottery tickets should be announced and sealed. Article 1 The lottery shall be conducted in public in a way trusted by the local people, with the participation of executive and supervisory personnel, notarization procedures and legal supervision. Article 11

(1) The winner of the small bonus will receive the bonus directly at the designated place;

(2) The winners of the first and second prizes shall present their identity certificates to the local fundraising committee for verification and ticket inspection, and collect the prize money at the designated place;

(3) those who don't receive the bonus within three months after the lottery are regarded as donations and will not be reissued. Article 12 Lotteries shall not be reported as loss, discounted, mortgaged or circulated as securities. Thirteenth local fundraising committee shall, within one month after each lottery, summarize and report all kinds of statistical data, and remit the bonus that should be turned over to China Social Welfare Prize-winning fundraising committee at the same time. Article 14 principles for the distribution of the total amount of lottery tickets

(1) 35% of the total amount will be awarded to the winners.

(2) 15% of the total amount is the issuance cost. Among them, the printing fee is 4%, the issuance fee of China Social Welfare Award Donation Committee is 1%, and the issuance fee, agency fee and bank handling fee of local fundraising Committee are 1%.

(3) The net income except the bonus and issuance expenses payable shall be used as the social welfare fund, which shall be divided by the China Social Welfare Prize-winning Donation Committee and the Offering Area Donation Committee according to 37%. Fifteenth institutions at all levels that issue and sell lottery tickets must strictly abide by the national financial discipline and accounting system, and accept the supervision of the internal audit institutions of the local civil affairs departments and the national audit departments. Article 16 The China Social Welfare Prize-winning Fundraising Committee and the local Fundraising Committee shall respectively announce the lottery issuance and the income and expenditure of the raised bonus to the public on a regular basis, and accept the supervision of the masses. Article 17 The issuance of lottery tickets is protected by national laws, and those who cheat, forge or alter lottery tickets during the issuance process will be punished according to law. Eighteenth matters not covered in these Measures shall be supplemented and revised by the China Social Welfare Award Donation Committee.
