1. Goal requirements (1) Guiding ideology.
Firmly establish and implement the new development concept, promote the supply-side structural reform of the construction industry, follow the principle of "market-led, government-driven, step-by-step, gradual promotion, coordinated development, quality and efficiency improvement", innovate construction methods, and vigorously develop prefabricated
Steel structure buildings and concrete buildings, advocate the development of modern wood (bamboo) structure buildings where conditions permit, continuously increase the proportion of prefabricated buildings in new buildings, adhere to standardized design, factory production, assembly construction, integrated decoration,
Information management, intelligent application, improve technical level and project quality, promote energy conservation and emission reduction, promote the transformation and upgrading of the construction industry, and better play the supporting role of the construction industry in economic and social development.
(2) Work objectives.
Construction projects invested and led by the government and state-owned enterprises should use prefabricated technology, encourage social investment in construction projects to use prefabricated technology, and vigorously develop prefabricated commercial housing and prefabricated hospitals, schools and other public buildings.
All localities must determine the proportion of prefabricated technology used in commercial housing and increase it year by year.
By 2020, the technology, standards and supervision system for prefabricated buildings will be initially established; the proportion of prefabricated buildings in Kunming City, Qujing City and Honghe Prefecture will reach 20% of the new construction area, and each other state and city will have at least 3 or more demonstration projects

By 2025, we will strive to achieve 30% of the province’s new construction area with prefabricated buildings, including 40% in Kunming City, Qujing City, and Honghe Prefecture; the technology, standards, and supervision systems for prefabricated buildings will be further improved; and a group of prefabricated buildings covering the entire province will be formed.
The prefabricated construction industry cluster of the industrial chain will build the prefabricated construction industry into an advanced industry in the southwest and an emerging industry radiating to South Asia and Southeast Asia.
2. Main tasks (3) Formulate development plans.
Compile and implement the "Yunnan Province Prefabricated Building and Industry Development Plan (2017-2025)", develop prefabricated buildings by classification and region, and clarify the technical system and industrial layout.
All localities should take into account actual conditions and carry out the preparation of prefabricated building and industrial development plans as soon as possible to determine the proportion of prefabricated buildings in newly built buildings, key implementation areas and control indicators.

Formulate a new technology promotion catalog and a catalog of prohibited and restricted use of backward technologies and products.
Strengthen the transformation of scientific and technological achievements and encourage industry associations and enterprises to prepare standards. After technical review and demonstration, they can be used as the basis for engineering design, construction, and acceptance.

Promote universal, modular and standardized design methods, optimize the design process and technical system, and give priority to the use of universal parts and components.
Actively apply building information modeling (BIM) technology to optimize the overall plan and resource allocation of prefabricated buildings through professional coordination and information sharing in design, production, transportation, construction, etc., and establish a database of prefabricated building projects.
Coordinate the building structure, mechanical and electrical equipment, component production, construction and installation, decoration and decoration, etc., and promote integrated integrated design.
Strengthen the coordination of technological innovation across the entire industry chain, and encourage and support architectural design units to establish technological innovation alliances with scientific research institutes, universities, and enterprises in parts production, construction and installation, decoration and decoration.

Support qualified commercial concrete production enterprises to transform into parts and components production enterprises, support construction enterprises in investing in the production of parts and components, and improve product varieties and specifications.
Optimize logistics management, rationally formulate transportation methods, and efficiently organize the distribution of parts and components.
Vigorously develop seismic reduction and isolation technology and promote the application of seismic reduction and isolation technology in prefabricated buildings.
Guide equipment manufacturing enterprises to develop equipment and tools for the production of parts and components.
