What are the requirements for direct fund management?
1. Define the scope of funds. The funds for the central government to implement the special transfer payment mechanism (that is, the central direct funds) include special transfer payment funds, anti-epidemic special national debt funds, some balanced transfer payment funds, some district-level basic financial security mechanism award funds, basic old-age insurance for urban and rural residents and other transfer payments that directly benefit enterprises and protect people's livelihood.
2. Standardize the use and management of direct funds. First, direct funds should be used in strict accordance with the direction of financial support and the scope of expenditure, and the direction of support and the purpose of expenditure should not be changed without authorization, and the scope and standard of expenditure should not be expanded without authorization. Second, direct funds should be paid to the final payee point-to-point, not in cash, and the funds should not be transferred to the actual fund account of the budget unit in violation of regulations.
3. Accelerate the use of direct funds. The district finance urges the competent department of the project to improve the preliminary elements such as project establishment, feasibility study and environmental assessment as soon as possible, and go through the construction procedures according to law. Project units should pay close attention to the implementation of construction conditions, ensure that construction starts as soon as possible, form physical workload as soon as possible, and ensure that quality and quantity are completed and put into use as scheduled.
