We will increase transfer payments from the central government, support major grain-producing areas in improving their financial security capabilities, gradually narrow the gap between local standard fiscal revenue and expenditure, and accelerate the change of the situation of "counties with large grains and poor counties with finances". Various subsidies provided by the state to support agricultural production focus on major grain-producing areas. We will further improve the incentive policy and gradually increase the central fiscal incentives for major grain-producing areas and major grain-producing counties. Increase investment and benefit compensation in major grain-producing areas. Investment within the central budget will provide key support for the construction of infrastructure and livelihood projects in major production areas. Prioritize agricultural development projects such as agricultural product processing, and support the layout of central cities and counties in major production areas. Major industrial development projects that support local financial resources. Guide the main grain sales areas to participate in the construction of grain production bases and storage facilities in main production areas, and encourage the establishment of solid production and marketing collaboration relationships in various forms.
(31) Implement the policy of economical and intensive land use. Implement the strictest cultivated land protection system, strictly observe cultivated land red lines, strictly protect basic farmland, and establish a compensation incentive mechanism for cultivated land protection. Accelerate the construction of a system for economical and intensive land use, vigorously implement rural land consolidation, and strictly regulate the pilot projects linking the increase and decrease of urban and rural construction land. Accelerate the transformation of old cities, urban villages and coal mine subsidence areas, and actively revitalize idle and vacant land. Improve land use efficiency, support the construction of multi-story standard factory buildings, and explore flexible transfer and annual rental systems for industrial land. Establish and improve the assessment and evaluation mechanism for economical and intensive land use. On the premise of saving and intensive land use, the scale of the pilot program linking the annual plan indicators for new construction land and the increase and decrease of urban and rural construction land will be appropriately tilted towards the central region to ensure the land demand for industrialization and urbanization.
(32) Increase fiscal, taxation and financial policy support. The central government will increase the intensity of balanced transfer payments to the central region, focusing on supporting the central region to improve people's livelihood and promote equalization of basic public services. Actively promote the inclusion of coal, some metal mineral products, etc. in the resource tax reform pilot. Support Wuhan, Zhengzhou, Changsha, Hefei and other regions in accelerating financial reform and financial innovation. Encourage qualified financial institutions to set up branches in the central region to support the development of local financial institutions. Standardize the construction of local government financing platforms. Support qualified small and medium-sized enterprises to go public for financing and issue bonds, and support the standardized development of small and medium-sized enterprise financing guarantee institutions. Deepen the reform of rural financial institutions and support the development of new rural financial institutions such as village banks and loan companies. Support rural credit cooperatives to further deepen reforms and implement preferential policies such as tax incentives for agricultural-related loans, targeted fee subsidies for rural financial institutions, and incremental incentives for agricultural-related loans from county-level financial institutions. Support the Zhengzhou Commodity Exchange in adding futures varieties.
(33) Strengthen investment and industrial policy support and guidance. Increase investment within the central budget and special construction funds, and give appropriate preference to the central region in terms of planning and layout, review and approval, and funding arrangements for major projects. Encourage the six central provinces to establish strategic emerging industry venture capital investment guidance funds and standardize the development of private equity investment. Based on the actual industrial development in the central region, we will study and formulate differentiated industrial policies. In accordance with national industrial policies, the "Catalogue of Advantageous Industries for Foreign Investment in the Central and Western Regions" will be revised to add entries for specialty industries. Industrial transfer projects that comply with national industrial policies will be given priority for approval or filing according to authority.
(34) Improve policies related to ecological compensation. The central government will increase balanced transfer payments from the central government to key ecological functional areas such as the Three Gorges Reservoir Area, Danjiangkou Reservoir Area, and Shennongjia Forest Area. Support the development of ecological compensation pilot projects in the Danjiangkou reservoir area and upstream areas, the source of the Huaihe River, the source of the Dongjiang River, and the Poyang Lake Wetland. Encourage horizontal ecological and environmental compensation between the ecological protection and beneficiary areas in the upper and lower reaches of the Xinan River and Dongjiang River basins. Gradually increase the forest ecological benefit compensation standards for national public welfare forests. Pre-tax deductions are allowed for special funds withdrawn by resource-based enterprises for environmental protection, ecological restoration, etc. in accordance with relevant provisions of laws and administrative regulations.
(35) Improve and implement the "two comparisons" policy. Further increase the implementation of the "two comparisons" policy in the central region (26 cities in the six provinces in the central region implement policies related to the revitalization of old industrial bases such as the Northeast region, and 243 counties and cities implement policies related to the development of the western region), and improve the implementation details , to ensure that all policies are implemented.
(36) Strengthen organizational implementation, supervision and inspection. Further give play to the role of the inter-ministerial joint meeting system in promoting the rise of the central region, clarify departmental responsibilities, close division of labor and cooperation, strengthen communication and consultation in planning preparation, policy formulation, project arrangements, reform pilots, etc., and fully mobilize the forces of enterprises and society. Participate extensively to promote the formation of an overall synergy to promote the rise of the central region. The six provinces in central China must conscientiously organize and implement the work, clarify work responsibilities, formulate work plans, and fully implement various tasks. Relevant departments of the State Council must strengthen work guidance and refine policies and measures in accordance with the division of functions. The National Development and Reform Commission must strengthen comprehensive coordination, follow-up analysis, supervision and inspection, study and solve new situations and new problems, and report major matters to the State Council in a timely manner.
Promoting the rise of the central region is a long-term and arduous historical task.
The six central provinces and relevant departments of the State Council must further emancipate their minds, raise awareness, make careful arrangements, and work together to effectively implement various policies and measures to promote the rise of the central region, and continuously create new situations in promoting the rise of the central region.
