Legal analysis: Land reclamation fee refers to the fee paid by relevant enterprises and individuals to the local government or land administrative departments for land reclamation in order to fulfill their land reclamation obligations when there are no conditions for reclamation or reclamation does not meet the specified requirements.

Legal basis: Article 14 of the Regulations on Land Reclamation, the land reclamation obligor shall carry out land reclamation according to the land reclamation plan. Mining enterprises should also carry out dynamic monitoring and evaluation of land destruction.

If the production and construction period is long and it is necessary to implement reclamation by stages, the land reclamation obligor shall make unified planning and overall implementation of land reclamation and production and construction activities, and determine the objectives and tasks, project planning and design, cost arrangement, project implementation progress and completion period of land reclamation in each stage according to the progress of production and construction.
