The construction unit shall, within three months after the completion of the project, go through the formalities of returning the special funds for bulk cement to the Development Zone.

All overdue procedures are included in the state treasury.

If the amount of bulk cement does not reach 70% of the project cement amount, the special funds paid in advance will not be returned.
