Disabled people are a social group that needs special care and help. Caring for the disabled is an important symbol of social civilization and progress. In order to fully implement the Opinions of the State Council City, the Central Committee of the Communist Party of China on Promoting the Development of Disabled Persons (Zhong Fa [2008] No.7), we hereby put forward the following implementation opinions on accelerating the development of disabled persons in this Municipality.

First, strengthen the medical rehabilitation guarantee for the disabled.

(1) Optimize medical and health services for the disabled. Give full play to the advantages of the urban and rural basic medical and health service system and provide safe, effective, convenient and cheap basic medical and health services for the disabled. Form a sustainable and multi-level medical security system for the disabled, and improve the government subsidy policies related to medical security for the disabled. According to the medical needs of the disabled, we will implement graded protection, and gradually incorporate the medical rehabilitation projects for the disabled into the basic medical insurance for urban workers, the basic medical insurance for urban residents and the new rural cooperative medical system. Do a good job in the convergence, balance and supplement of social medical insurance, medical assistance and social welfare policies for the disabled, expand the scope of surgical subsidies for poor disabled people, raise the subsidy standards, and reduce the medical burden of disabled people.

(two) the formation of the disabled rehabilitation service guarantee mechanism. Incorporate rehabilitation services for the disabled into the work of relevant government departments, formulate classified implementation policies, provide full-course rehabilitation services for the disabled, and achieve the goal of all disabled people enjoying rehabilitation services. Improve the maintenance system for the disabled, do a good job in institutional maintenance for the disabled, carry out home maintenance for severely disabled people, and raise the subsidy standard for the maintenance of the disabled. Further improve the rehabilitation guarantee mechanism for disabled children and adolescents. Strengthen the construction of community mental rehabilitation institutions and provide day care, skills training, cultural entertainment and other rehabilitation services for the mentally disabled. Vigorously promote rehabilitation into the community and serve families, establish and improve rehabilitation rooms for the disabled in community health service centers, and establish community rehabilitation points for the disabled in neighborhood (village) committees to provide feasible, accessible, convenient and effective rehabilitation services for the disabled. Encourage the research and application of rehabilitation science and technology for the disabled. Support the development of assistive devices industry, accelerate the construction of a service system for research and development, production, supply, evaluation, adaptation and training of assistive devices, and provide comprehensive and systematic adaptation services for disabled people in need.

(3) Establish a disability prevention system. We will extensively carry out community prevention work and establish a sound socialized disability prevention and control network. Pay attention to the construction of monitoring and rehabilitation service network for disabled children, strengthen the monitoring of birth defects, and provide relevant guidance and services for disabled families preparing for childbirth. Implement the report on the first diagnosis of disabled children, and establish and improve the screening, diagnosis and early intervention mechanism for disabled children. Establish a disability reporting system, strengthen information collection, monitoring and research to effectively monitor the occurrence and development of disability. Promote the establishment of a referral system for municipal medical institutions, district and county professional rehabilitation institutions and community health service centers, so that disabled people can get timely and effective rehabilitation services.

Two, establish and improve the social security system for the disabled.

(4) Strengthen social assistance for the disabled. We will improve the living assistance policies such as the minimum living guarantee for urban and rural residents, the rural five guarantees, the minimum living guarantee for severely disabled people and unemployed people, and gradually improve the living assistance treatment for poor disabled people. We will improve the medical assistance policies for severely disabled unemployed people, such as outpatient emergency medical assistance and outpatient hospitalization medical assistance for serious illness, increase the comprehensive assistance for severely disabled unemployed people in the community, and gradually improve the level of medical assistance for severely disabled unemployed people. To study and formulate living allowance measures for disabled people who have exceeded the statutory retirement age but have not yet met the policy of unprotected elderly people, as well as assistance policies for families with special difficulties such as multiple disabilities. For families with disabilities who meet the requirements of low-rent housing policy, priority should be given to solving housing difficulties through physical distribution or cash subsidies. We will implement the special support policy for family planning families and increase assistance to disabled families with only children. Implement national policies and measures on pensions, security and preferential treatment in disabled soldiers.

(five) the implementation of social insurance system for the disabled. We will implement the basic medical insurance policy for urban residents, ensure that urban disabled workers participate in basic old-age pension, medical care, unemployment, work injury and maternity insurance according to regulations, and gradually improve the old-age subsidy policy for severely disabled and unemployed people in cities and towns. We will improve the policy of disabled people participating in rural social endowment insurance and new rural cooperative medical care, and ensure that disabled people with difficulties in rural areas participate in the new rural cooperative medical care. Implement the subsidy system for disabled people to participate in social insurance, and further expand the coverage of disabled people to participate in social insurance. Gradually introduce the commercial insurance mechanism as a useful supplement to the security system for the disabled.

(6) developing social welfare and charity for the disabled. Establish and improve the social welfare system, gradually expand the scope of social welfare for the disabled, improve the level of social welfare for the disabled, and focus on providing welfare services for the disabled elderly and disabled children. Increase assistance to the disabled in basic living, medical and health care, rehabilitation, education, employment and social participation. Develop charity for the disabled and create a social atmosphere of recognition, care and help for the disabled. Implement preferential tax policies and encourage the development of charity for the disabled. Charitable organizations such as the Red Cross, charitable foundations and welfare foundations for the disabled should actively raise funds for the development of charity for the disabled. In accordance with the regulations on the administration of welfare lottery public welfare funds, the lottery public welfare funds will be gradually increased to help the disabled and support the cause of the disabled.

Third, further develop education for the disabled.

(7) comprehensively improve the development level of education for the disabled. Formulate and implement a special education action plan, establish a Shanghai special education resource center, implement the policy of combining medical education with teaching according to needs, developing potential and developing everyone, and build a special education support system to promote the all-round development of disabled children and adolescents. Accelerate the development of preschool special education for disabled children. We will continue to do a good job in compulsory education for children and adolescents with disabilities such as blindness, deafness, cerebral palsy, autism, severe physical disability, severe intellectual disability and multiple disabilities. Take various forms to provide vocational and technical education for the disabled, and develop vocational skills training programs suitable for the characteristics of the disabled and conducive to their employment. Vigorously promote higher education for the disabled, make full use of the resources of institutions of higher learning, and expand professional categories that meet the characteristics of the disabled and adapt to their employment. Improve the assistance mechanism for disabled students and increase assistance.

(eight) to cultivate professional service talents for the disabled. Accelerate the training of high-quality professional and technical personnel for the disabled. Make full use of the resources of colleges and universities in the city to establish a training base for compound professionals needed for medical, educational and vocational rehabilitation projects. Strengthen the construction of special education teachers, encourage teachers to engage in special education and improve the treatment of special education. Improve the mechanism of pre-service training and on-the-job training for special education teachers, and carry out various forms of training based on normal colleges, so that special education teachers can master the professional knowledge and skills of carrying out special education and rehabilitation. Pay attention to the cultivation and improvement of special education teachers' practical and research abilities, and form a backbone team of special education teachers.

Fourth, vigorously promote the employment of the disabled.

(nine) to promote multi-channel and multi-form employment of disabled people. Adhere to the principle of combining centralized employment with decentralized employment for the disabled, and encourage and support the disabled to find their own jobs and start their own businesses. We will improve the methods for party and government organs, institutions and state-owned enterprises to resettle the disabled, and develop jobs suitable for the disabled in a planned way in accordance with relevant state regulations and combined with the nature and characteristics of jobs, and arrange employment for the disabled. The disabled who are difficult to achieve employment will be included in the scope of people with employment difficulties, and effective ways such as establishing Sunshine Vocational Rehabilitation Assistance Base will be explored to provide special employment assistance and promote the proper solution of the employment problem of disabled people. Develop jobs or industries suitable for the disabled, especially the blind with special employment difficulties. We will further improve policies and measures to ensure the employment of disabled people, such as financial support, discount loans, social insurance subsidies and job subsidies, and implement the state's preferential tax policies for the employment of disabled people.

(ten) to increase the support for the disabled concentrated employment units. Encourage social forces to set up welfare enterprises, blind massage institutions and other centralized employment units for the disabled to solve the problem of centralized employment for the disabled with different employability. Encourage the development of welfare enterprises in the service industry and promote the construction of new welfare enterprises. Formulate operational measures for government departments to give priority to purchasing products and services of enterprises with concentrated employment for the disabled under the same conditions. Study and determine projects suitable for special production of disabled people. Establish a caring carrier for the disabled, provide bottom-up resettlement or re-employment training for disabled employees who have withdrawn from welfare enterprises, and promote the re-employment of qualified disabled people by classification. The establishment of prosthetic orthosis production and assembly enterprises, to carry out vocational skills training of prosthetic orthosis. Formulate relevant supporting policies and measures such as finance, credit and land, support the survival and development of enterprises with concentrated employment for the disabled, and implement the state's preferential tax policies for enterprises with concentrated employment for the disabled.

(eleven) pay attention to the vocational ability of the disabled. Strengthen vocational training and employment guidance for the disabled, and establish and improve the vocational training system for the disabled. Further carry out targeted training for the disabled and strengthen labor training for the employed disabled. Organize disabled people to carry out vocational skills competitions. Bring disabled youth into the scope of youth vocational probation, develop probation posts suitable for their characteristics, and improve their comprehensive professional quality.

(twelve) to support the disabled in rural areas to engage in productive labor. We will continue to improve various policies to strengthen agriculture and benefit farmers, and increase poverty alleviation efforts for rural disabled people. Actively establish and encourage the establishment of rural poverty alleviation bases with local characteristics, and give play to the influence and leading role of poverty alleviation bases on disabled people and their families. Orderly organize rural disabled people to transfer employment in the process of accelerating urban-rural integration.

Increase the investment and management of comprehensive service facilities for the disabled, and incorporate rehabilitation, medical and health care, education, employment services, foster care, culture and sports for the disabled into urban and rural public welfare construction projects, giving priority and key support. Further guide and support social forces to build service facilities for the disabled through various ways such as private office assistance, public-private partnership, government subsidies, and government purchase of services, so as to realize diversified and multi-directional development of the service industry for the disabled.

(14) Deepen the construction of "Sunshine House". Strengthen the management of "Sunshine House" and improve various systems. Further improve the comprehensive quality and service level of the service personnel of "Sunshine House". Consolidate the functions of "Sunshine House" such as education and training, special Olympics sports, rehabilitation training and simple labor, gradually expand the categories and scope of students, and provide activities, training, rehabilitation and other services for all kinds of disabled people. Relying on and utilizing social resources, we will explore the road of socialized development and encourage all sectors of society to participate in the construction and development of "Sunshine House". Popularize the experience of "Sunshine House" to provide reference for deepening other community services such as care for the severely disabled, day care for the mentally retarded, and assistance for the elderly disabled, and give play to the leading and exemplary role of "Sunshine House" in developing the community service industry for the disabled.

(fifteen) to promote the construction of barrier-free environment. When building or rebuilding public facilities, we should ensure the simultaneous construction of barrier-free facilities. Strengthen the source control of barrier-free facilities construction in new projects, and do a good job in design, construction and acceptance. We will continue to carry out barrier-free facilities in communities, families and rural areas, and gradually realize the construction of barrier-free facilities in public buildings and the full coverage of barrier-free facilities and services for families with disabled people in difficulty. Support enterprises that centrally arrange employment for the disabled to build barrier-free facilities. Increase the transformation of barrier-free facilities for public transportation such as roads, railways, waterways, aviation and urban public transport. Increase policy support and increase barrier-free public transport vehicles. Gradually set up special parking spaces for the disabled in public parking areas. Speed up the barrier-free information exchange among public service institutions and places, and focus on the standardization transformation of the portal website of China Shanghai, the official website of Shanghai World Expo and the websites of relevant government departments in accordance with internationally accepted barrier-free design norms. Through the construction of Shanghai Real Population Information Management System (Phase II) project, the information sharing mechanism of civil affairs, labor and social security, taxation, education, public security, health, population and family planning, disabled persons' federations and other departments and relevant units will be gradually established to improve the accuracy and authority of the disabled persons' database. Strengthen the construction of information service network platform for the disabled, fully incorporate the business work of the disabled into the acceptance scope of community affairs in the city, and effectively improve the service level of the disabled at the grassroots level.

Sixth, optimize the social environment for the development of the cause of the disabled.

(seventeen) to enhance the awareness of the whole society to help the disabled. Strive to advocate the concept of equality, participation and enjoyment of disabled people in modern civilized society. Increase publicity and support for the cause of the disabled through columns and free public service advertisements. Incorporate "helping the disabled" into the overall planning of spiritual civilization construction in Shanghai as a condition for creating civilized urban areas, civilized communities and civilized units. Combined with moral education in primary and secondary schools, we should carry out education and social practice of humanitarianism, self-improvement and helping the disabled and the weak. Organize activities such as the National Day for Helping the Disabled and the International Day for Helping the Disabled, select demonstration communities (streets and towns) that care for the disabled, and further form a good social trend of understanding, respecting, caring for and helping the disabled. (nineteen) to safeguard the legitimate rights and interests of the disabled. Conscientiously implement the relevant laws and regulations to promote the development of the cause of the disabled, timely revise the Measures for the Implementation of the Law of the People's Republic of China on the Protection of Disabled Persons in Shanghai and the Measures for the Proportional Employment of Disabled Persons in Shanghai, speed up the formulation of local laws and regulations on barrier-free construction, and fully protect the legitimate rights and interests of disabled persons in politics, economy, culture and society. Respect the right to know, participate, express and supervise the relevant legislation and affairs of the disabled.
