Studying abroad at public expense generally refers to a way of studying abroad funded by our government, and it is difficult to apply. The following describes the application conditions and procedures for international students at public expense.

I. Application conditions

1, political conditions

2. Quotes

(1) Senior visiting scholars: mainly academic leaders or technical backbones of key disciplines, key laboratories and key scientific research projects in universities, research institutes and large and medium-sized key enterprises, and they are included in the reserve personnel of the leading talent echelon; Or those who are currently participating in key scientific and technological research, key disciplines, key laboratories and key engineering projects of the state, departments and localities, and really need to go abroad for high-level research. Applicants must have senior professional and technical titles. Among them, those with senior titles are not more than 55 years old, and those with deputy senior titles are not more than 45 years old. Applicants should have considerable academic, scientific research, technical and other achievements, or have made outstanding achievements in teaching, scientific research, management and production construction (for example, they have recently won provincial and ministerial scientific research achievement awards, outstanding scientific research and technical achievements and high-level monographs, or published academic papers with great influence in first-class journals at home and abroad, or made major scientific and technological inventions, or made outstanding achievements in production and operation, etc.). ).

(2) Visiting Scholar 1: The applicant should be a teaching, scientific research, technical and management personnel who have conducted in-depth research in this discipline and achieved certain results, and obtained a doctorate or senior title. Applicants should generally be under the age of 45.

(3) Visiting scholars are divided into two categories: applicants should be teaching, scientific research, technology and management personnel who have made achievements in practical work and really need to go abroad for training, as well as those who are engaged in non-common language learning, regional issues or some specific professional research. Applicants should have a college degree or above and work for at least two years after graduation. The age should generally be under 45.

3. Foreign language conditions

The above applicants for studying abroad should be proficient in the language of the corresponding country, be proficient in reading foreign professional books and periodicals, and have certain listening, speaking, reading and writing skills. After short-term training, they can conduct academic exchanges in related disciplines in foreign languages. College students and graduate students abroad must be able to attend foreign language lectures. Trainers and visiting scholars must take the Foreign Language Proficiency Test (EPT) for international students organized by the State Education Commission and achieve the results stipulated by the state, or graduate from a foreign language major in the same language, or have studied in the same language country for more than one year.

4. Health status

The health status of all kinds of public students studying abroad must meet the prescribed standards for studying abroad, and they must be examined by provincial and municipal hospitals and obtain health certificates (the validity period of the certificates is 1 year).

National students studying abroad at public expense must fulfill the obligation of returning to China on schedule and sign the Agreement on Aid for Studying Abroad with china scholarship council. The agreement was signed by both the transfer unit and the public students studying abroad, and came into effect after notarization by the notary office. The contents of the study abroad aid agreement include the requirements of the state and units on the study objectives, contents, duration and services of overseas students returning to China, the provisions on providing financial aid for overseas students, and other rights, obligations and responsibilities of both the sending unit and the overseas students. Overseas students who fail to fulfill their obligation to return to China as agreed shall repay all the expenses during their study abroad.

Second, the steps of studying abroad

1. Selection shall be made by means of "individual application, unit recommendation, expert review and merit-based admission". Those who meet the application conditions shall apply in accordance with the prescribed procedures and methods after being examined and approved by their units.

2. Registration method and time: Online registration is adopted. Applicants must log in to the national information management system for studying abroad on business to register, prepare application materials according to the requirements of corresponding projects and submit them to their units for review, and formally submit them after their consent. Online registration time shall be implemented according to the requirements of relevant projects.

3. Acceptance method: The National Scholarship Fund Committee entrusts the acceptance institutions/universities of the National Scholarship Fund to accept the applications of the local areas (units and departments) in a unified way. The accepting institution/university is responsible for consulting, accepting and reviewing the application materials and submitting them to the National Scholarship Fund Committee. The National Scholarship Fund Committee generally does not directly accept applications from individuals and units. 4. Evaluation and admission: The National Scholarship Fund Committee will organize experts to evaluate the application materials according to the specific requirements of related projects, and determine the list of applicants according to the expert evaluation opinions. The admission notice shall be forwarded by each admission unit or sent directly to the applicant's unit by the National Scholarship Fund Committee.
