"The First China City Charity Index (20 1 1)" is the first comprehensive practical application of this index system, covering 53 cities in China and Xinjiang Construction Corps, and fully reflecting the development level of charity in 2008-2009. These cities include not only Beijing, Shanghai and other municipalities directly under the central government, but also provincial capital cities, prefecture-level cities and some county-level cities, including both developed coastal cities and developing cities in the west. According to the published index results, Shenzhen scored the highest on the charity comprehensive index, followed by Shanghai, Beijing and Wuxi, becoming the four cities with the highest scores among the surveyed cities. Among the cities surveyed, 78% of the eastern cities have a charity development level higher than the national average, while the western cities have a charity development level higher than or equal to the national average, while the central cities have a relatively low development level.
