the "three-mention, five-series" village retention is a general term for village-level collective economic organizations to extract from farmers' production income for maintaining or expanding reproduction, starting public welfare undertakings and daily management expenses at the village level. Including three items, namely, provident fund, public welfare fund and management fee. "The township co-ordination fee refers to the money collected by the township (town) cooperative economic organizations from their subordinate units (including township, village-run enterprises and joint-venture enterprises) and farmers in accordance with the law, which is used for running schools at the two levels in rural areas (i.e. additional fees for rural education), family planning, special care, militia training, building rural roads and other civilian-run assistance undertakings.

historical development

the generation of village retention can be traced back to the period of cooperative movement, while the generation of township overall planning can be traced back to the period of people's commune movement.

In p>1991, the State Council promulgated the Regulations on the Management of Farmers' Expenses and Labor Services (hereinafter referred to as the Regulations), which regulated the village retention and township overall planning, as well as various administrative and institutional fees, fund-raising and apportionment with clear legal basis, and became the main basis for township overall planning and village retention.

after the abolition of agricultural tax in p>26, the "Three Mention and Five Unification" withdrew from the historical stage.
