First, the Standing Committee of the people's congresses at all levels in the province (hereinafter referred to as the Standing Committee of the National People's Congress) should earnestly strengthen the supervision of social security work such as basic old-age insurance, unemployment insurance, basic medical insurance and minimum living guarantee for residents within their respective administrative areas, and ensure the compliance and implementation of social security laws and regulations within their respective administrative areas.

The local people's governments at or above the county level and their administrative departments of labor and social security, finance, local taxation, civil affairs, auditing, health and drug supervision shall consciously accept the supervision of the Standing Committee of the National People's Congress at the corresponding level when carrying out social security work.

Standing committees of people's congresses at all levels should give full play to the role of deputies to the National People's Congress, the masses of workers and social organizations when supervising social security work. Second, the local people's governments at or above the county level should incorporate social security work into the annual plan and medium-and long-term plan for national economic and social development, strictly implement social security laws and regulations, strengthen the collection, management and distribution of social insurance funds, and arrange social security funds in accordance with regulations when compiling the annual budget. The level of social security in various places should be adapted to the local economic development and the affordability of enterprises and employees. We should actively create conditions to implement the minimum living security system for rural residents. Three, the local people's governments at or above the county level and their relevant departments should improve the level of social security services. Social security agencies at all levels should increase the transparency of their work, and clearly inform the complete handling process and all the required materials of the applications submitted by units and individuals for handling social security-related matters, and shall not delay or refuse to handle them without reason; Do not meet the acceptance conditions, it shall explain the situation to the applicant. Units and individuals to the social security complaints and reports, the receiving department shall promptly deal with or urge the responsible departments to deal with. Four, the local people's governments at or above the county level shall strengthen the collection and management of social insurance premiums in accordance with the law, and urge the insured units and individuals to pay social insurance premiums in accordance with the statutory payment base and payment ratio, so that all receivables can be collected. Five, the social security payment institutions of local people's governments at or above the county level shall, in accordance with the provisions of relevant laws and regulations, pay social security funds such as social insurance and minimum living security for urban residents, so as to pay in full and on time. Six, the financial departments of local people's governments at or above the county level shall manage the financial accounts of social insurance funds according to law, and implement the minimum living guarantee funds for residents and allocate social insurance funds in accordance with relevant regulations. Seven, the local people's governments at or above the county level shall report to the Standing Committee of the National People's Congress at the same level on social security work. The contents of the report include:

(a) the implementation of social security laws, regulations, rules and related policies;

(two) the realization of the expected goals of social security work determined in the local national economic and social development plan;

(three) the development of minimum living security for residents;

(four) the progress of the basic medical insurance system, medical system and health system reform;

(5) Raising, management and distribution of social insurance funds;

(six) the allocation and use of social security funds arranged by the budget at the corresponding level;

(seven) to raise social security funds through issuing lottery tickets, realizing state-owned assets and social donations;

(eight) other circumstances required by the Standing Committee of the National People's Congress at the corresponding level to listen to the report.

The Standing Committees of the people's congresses at various levels may organize special investigations on the above matters, or require the auditing departments to conduct special audits. The relevant departments should actively cooperate and provide true information. Eight, the Standing Committee of the National People's Congress at all levels can organize members of the Standing Committee, deputies to the people's congresses at the corresponding levels, to evaluate the implementation of social security laws and regulations by the governments at the corresponding levels and relevant departments, and to evaluate the principal responsible persons of the people's governments at the corresponding levels elected by the people's congresses at the corresponding levels or appointed by the Standing Committee. Suggestions, criticisms and opinions put forward in the appraisal should be carefully handled or rectified, and the handling or rectification should be reported to the Standing Committee of the National People's Congress within a limited time, and the deputies who participated in the appraisal should be answered. Before the Standing Committee of the National People's Congress at all levels conducts appraisal, it may organize a symposium attended by representatives of insured persons in this administrative region. Nine, in the process of social security supervision in any of the following circumstances, the meeting of directors of the Standing Committee of the National People's Congress at all levels can decide to listen to the report by the Standing Committee of the National People's Congress or the relevant special committees of the National People's Congress, and can also designate the relevant working committees of the Standing Committee of the National People's Congress to listen to the report; When necessary, the NPC Standing Committee can organize law enforcement inspection and representative inspection:

(a) the recommendations made by the special committee of the people's congress at the corresponding level or the relevant working committee of the Standing Committee of the National People's Congress;

(two) ten or more deputies to the people's congress at the corresponding level or five or more members of the Standing Committee of the people's congress at the corresponding level (three or more at the county level) shall jointly put forward a written proposal;

(3) At the request of the people's government at the corresponding level or its relevant departments;

(four) the request of the trade union organization at the corresponding level. Ten, in order to facilitate the supervision of social security fund management in the NPC Standing Committee, the relevant departments of the local people's governments at or above the county level shall submit materials to the Standing Committee of the National People's Congress at the corresponding level in accordance with the following provisions, and be responsible for the authenticity of the materials provided:

(a) submit the management, use and distribution of social insurance funds to the labor and social security departments, and submit the management, use and distribution of basic medical insurance funds in conjunction with the financial and health departments;

(2) To supervise and manage the financial accounts of social insurance funds, the income and expenditure of social insurance funds, the preservation and appreciation of the balance of social insurance funds and the expenditure of minimum living security funds submitted by the financial department;

(3) Submit an analysis report on the collection and payment of pension and unemployment insurance premiums to the local tax authorities;

(four) the use and management of the minimum living security funds submitted by the civil affairs department;

(five) the audit report submitted by the audit department on the collection, management and use of social security funds;

(six) other materials that the Standing Committees of the people's congresses at various levels think should be submitted.

The materials specified in items (1), (2), (3) and (4) of the preceding paragraph shall be submitted once every six months, respectively in July of that year and February of the following year; The annual audit materials specified in item (5) shall be submitted before the end of March of the following year, and the special audit materials shall be submitted within one month after the end of the audit.

Social insurance supervision committees at all levels shall submit relevant materials for supervision and inspection of social insurance policies and fund operation to the Standing Committee of the people's congress at the same level before the end of June of the following year.
