Measures of the Inner Mongolia Autonomous Region for the Implementation of the "Wildlife Protection Law of the People's Republic of China"

Chapter 1 General Provisions Article 1 In order to protect, develop and rationally utilize the wildlife resources of the autonomous region, these measures are formulated in accordance with the Wildlife Protection Law of the People's Republic of China and in combination with the actual conditions of the autonomous region.

Article 2 Those engaged in the protection, management, domestication, breeding, development and utilization of wild animals within the territory of the autonomous region must abide by these Measures.

The wild animals protected under these Measures refer to: (1) terrestrial and aquatic wild animals under national key protection approved by the State Council; (2) terrestrial and aquatic wild animals under key protection approved by the People's Government of the Autonomous Region; (3) national and

The autonomous region's wildlife administrative department announces protected terrestrial wild animals that are beneficial or have important economic and scientific research value.

Article 3 The forestry and fishery administrative departments of the people's governments at or above the flag and county level are responsible for the management of terrestrial and aquatic wildlife within their respective administrative regions.

The armed forest police force of the autonomous region performs the task of protecting wildlife resources.

Article 4 People's governments at or above the banner and county level shall incorporate the protection, development and rational utilization of wild animal resources into national economic and social development plans, strengthen the management of wild animal resources, and encourage and support the scientific research and domestication and breeding of wild animals.

Article 5: The People's Government of the Autonomous Region shall grant concessions to the hunting production and use of hunting firearms by ethnic minority professional hunter teams.

Article 6: Protecting wildlife resources is the obligation of every agency, group, military force, enterprise, institution, and citizen.

People's governments at all levels in the autonomous region should strengthen publicity and education on the protection of wild animal resources.

Article 7 The people's governments at all levels of the autonomous region will commend and reward those who have made outstanding achievements in the implementation of the Wildlife Protection Law and these Measures.

Chapter 2 Wildlife Protection Article 8 The People’s Government of the Autonomous Region shall implement key protection for the wild animals specified in these Measures.

The list of wildlife under special protection and its adjustments shall be proposed by the wildlife administrative department of the autonomous region and submitted to the People's Government of the autonomous region for approval and publication.

Article 9 Nature reserves, scenic spots, cultural relics reserves, urban areas, and areas within 10 kilometers from the national border and within 1 kilometer on both sides of railways and highways are game reserves.

The people's governments at or above the banner and county level should designate the breeding, migration, resting, hiding, wintering and other breeding areas of key protected wild animals as hunting and fishing areas and make them public.

Article 10: The hunting ban period is from March 15 to November 15 every year, and the fishing ban period is from May 1 to July 31 (except for seasonal rivers and lakes).

Article 11 When units or individuals discover that wild animals under special state and autonomous region protection are injured, sick, distressed, or lost, they must take emergency protection measures in a timely manner and report to the local wildlife administrative department to organize rescue operations.

Article 12 For construction projects that affect or damage the living environment of wild animals, the environmental protection department shall seek the opinions of the wildlife administrative department at the same level when reviewing and approving the environmental impact report.

Article 13 The funds required for the protection and management of wild animal resources shall be included in the financial budget of the people's government at or above the banner and county level, and shall be included in the annual funds of the wildlife administrative department.

The autonomous region shall establish a wildlife protection fund. Fund management regulations shall be formulated by the wildlife administrative department of the autonomous region in conjunction with the financial department and submitted to the People's Government of the autonomous region for approval.

Article 14 To protect wild animals under special state and autonomous region protection, it is necessary to avoid causing crop or other losses. If losses are caused, the local people's government shall compensate them.

Compensation methods and compensation standards shall be formulated by the People's Government of the autonomous region.

Article 15 It is prohibited to use toxic drugs in areas where wild animals under key protection by the state and autonomous regions live and breed.

If it is really necessary to use it under special circumstances, it must be approved by the local wildlife administrative department and preventive measures must be taken.

Chapter 3 Wildlife Management Article 16 The wildlife administrative departments of the people's governments at or above the banner and county level must strengthen hunting management, formulate protection, management, development and utilization plans; regularly organize wildlife resource surveys and establish resource files.

Article 17: Hunting of nationally protected wild animals due to special needs shall be handled in accordance with the provisions of Article 16 of the Wildlife Protection Law.

Those who hunt key protected wild animals in the autonomous region must submit an application to the wildlife administrative department at the banner or county level, which will be reviewed by the wildlife administrative department in League City and submitted to the autonomous region's wildlife administrative department for approval and a special hunting license will be issued.

In order to control the harm caused by wild animals, if it is necessary to kill wild animals under special protection by the state or autonomous region, the population size and harm situation shall be investigated and handled in accordance with the provisions of the preceding paragraph.

Article 18 Anyone who hunts wild animals that are not under key state or autonomous region protection must apply to the wildlife administrative department at the banner or county level to obtain a hunting license.

Article 19 Hunters must hunt in accordance with the provisions of the special hunting license and hunting license.

When hunting with a shotgun, you must also hold a gun license issued by the county-level public security agency.

Article 20 It is strictly prohibited to use military weapons, sports firearms, poisons, explosives and non-manually operated braking devices for hunting; it is strictly prohibited to hunt using extermination methods such as lighting, hunting snares, and egg removal.

Article 21 For hunting production, the hunting area shall be demarcated by the wildlife administrative department at the banner or county level, reviewed by the wildlife administrative department of League City, and reported to the autonomous region's wildlife administrative department for approval.
