In order to gradually establish a mechanism for the state, collectives and individuals to jointly raise funds for housing construction, improve the ability of workers' families to solve their own housing, and broaden the financing channels for housing construction, these Interim Measures are formulated according to the Implementation Plan for Deepening the Reform of Urban Housing System in Tangshan City.
I. General principles
1, housing provident fund is a compulsory long-term savings for employees and their units. Individual employees pay a certain percentage of their wages on a monthly basis, and their units provide a certain amount of housing provident fund on a monthly basis; Both of them are owned by employees and belong to employees' individual housing accumulation fund. Housing provident fund should be stored in special accounts, managed in a unified way and used for special purposes.
2, where there are official employees, contract workers of government agencies, organizations, enterprises and institutions in agricultural registered permanent residence, as well as Chinese employees in foreign-funded enterprises and contract workers recruited from rural areas who do not transfer their household-grain relationship, the housing provident fund measures shall be implemented. Contract workers and temporary workers can establish housing provident fund according to the specific conditions of the unit.
The enterprises mentioned in these Measures include state-owned enterprises, collective enterprises, labor service companies and private enterprises.
3. Tangshan City Housing System Reform Leading Group Office is in charge of housing provident fund work, and the housing fund management center is responsible for the collection, use, repayment, interest settlement, inquiry and other specific business work of housing provident fund.
4. The housing provident fund shall be uniformly deposited into the special account for housing provident fund opened by the housing fund management center in China Construction Bank and the real estate credit department of China Industrial and Commercial Bank. The basic office of the housing provident fund management center can open an auxiliary account for collecting housing provident fund in a professional bank.
Second, the amount of housing provident fund payment
The deposit amount of housing provident fund is equal to the total salary of employees in the previous year 65438+February multiplied by the deposit rate of housing provident fund. Workers who participated in the work that year, workers transferred from other places, demobilized military cadres and demobilized soldiers, who participated in the work or were transferred, transferred or demobilized to this city in the first month, calculated and paid the provident fund based on their salary, and established the housing provident fund from the second month.
2, the calculation of the total wages paid by the employee housing provident fund is calculated according to the national statistical caliber:

3. The contribution rate of housing provident fund for individual employees and units is 5%, which will be temporarily withdrawn and stored at 1% at the initial stage, and will be gradually put in place after being announced by the government. Conditional units can be improved appropriately or in one step.
4. The housing provident fund shall bear interest in the following ways: the monthly contribution of this year shall be calculated according to the current interest rate of urban and rural residents' savings deposits; The accumulated storage part of the new year is calculated according to the interest rate of half-year fixed deposit. June 30th is the interest settlement date every year, and the interest after interest settlement is included in the principal.
5, individual housing provident fund paid from my salary; The unit accrual part is first transformed from housing subsidies, housing depreciation funds and other transferable funds. The insufficient part shall be approved by the financial department at the same level, and the government organizations shall be included in the budget. Enterprises' entry cost, institutions shall separately list the budget and cost according to the proportion of funding sources.
Three, the collection and management of housing provident fund
1, the housing accumulation fund shall be managed and accounted by the municipal housing fund management center. There are several offices under the housing fund management center, and organs, enterprises and institutions at all levels can deposit housing provident fund in the center or office according to the principle of proximity.
2. The housing provident fund paid by individual employees shall be withheld by the unit in the era of monthly salary, together with the part provided by the unit, and remitted by the unit together with the municipal housing fund management center within five days after the salary is paid, and credited to the employee's individual housing provident fund account. If the unit fails to pay the housing provident fund on time, the housing fund management center will urge it to pay, and charge a late fee of 1% according to the overdue date.
3. Units that establish the housing provident fund system need to fill in the Registration Form for the Establishment of Housing Provident Fund Units in Tangshan City for registration. If the housing provident fund is remitted for the first time, they need to fill in the List of Remittance and Payment of Housing Provident Fund in Tangshan City and the Summary of Remittance and Payment of Housing Provident Fund in-Month. The housing provident fund management center will determine the housing provident fund account number of the unit and each employee and issue the housing provident fund manual.
4, workers in the city within the scope of the change of work units, housing provident fund deposit amount with the introduction of wage relations transferred to the unit; The balance of principal and interest of housing provident fund is transferred to the employee housing provident fund account under the name of the transferring unit.
5. When the employee leaves the work unit and the wage relationship is interrupted, the principal and interest balance of the housing provident fund remains in the original employee individual housing provident fund account under the name of the original unit.
6, employees retired, transferred from the city, settled abroad, the housing provident fund principal and interest balance can be paid to individual employees.
7. If an employee dies while in office, the remaining principal and interest of the housing provident fund can be transferred by his legal heir or legatee in accordance with the relevant provisions of the inheritance law. If the heirs or legatees have not established the housing accumulation fund, they can go through the withdrawal procedures.
8. Individual income tax is not levied on the principal and interest of housing provident fund paid, inherited and bequeathed by individual employees and units.
9. The value-added part of the housing provident fund collected by the housing fund management center shall be included in the urban housing fund for housing system reform and housing construction, except for management fees and bad debt provision.
10. When employees withdraw, transfer and inquire about the principal and interest of the housing provident fund, they must show the housing provident fund handbook in addition to the necessary certificates.
Four, the use of housing provident fund
Scope of use:
(1) Ensure that all people pay the housing accumulation fund;
(two) the issuance of affordable housing construction policy mortgage loans;
(three) to buy government bonds or issue special operating loans for housing construction.
2. Conditions of use:
(1) Employees can use their own housing provident fund and immediate family housing provident fund when purchasing, building or overhauling their own houses; If the funds for purchasing affordable housing are insufficient, you can apply for policy mortgage loans to the housing fund management center according to regulations.
(2) Units that build affordable housing may apply for policy mortgage loans within the total housing provident fund retained by their employees.
(3) When building affordable housing, housing cooperatives can apply for policy mortgage loans within the balance of employee housing provident fund of member units.
(4) The government can apply for policy mortgage loans within the total balance of housing provident fund for the construction of "housing projects".
(5) The balance of housing provident fund after payment and policy mortgage loans can be used by the housing fund management center to purchase government bonds or issue special business loans for residential construction.
3. Use plan:
(1) The annual use plan of housing provident fund is compiled by the housing fund management center and reported to the municipal leading group for housing system reform for approval.
(2) The annual use plan of housing provident fund shall be prepared in the order of deposit, personal loan, unit loan, government housing project and affordable housing loan.
(3) Units applying for housing provident fund policy mortgage loans shall report their plans to the Housing Fund Management Center every June 5438+ 10.
