Please implement the following guidelines carefully.

The guiding ideology adheres to the relevant national, provincial and municipal laws and regulations as the basis, with the goal of promoting the balanced development of compulsory education and running every school well, with the aim of building an educational service system for every school-age child and teenager, and effectively
It is the principle to safeguard the legitimate rights and interests of primary and secondary school students, standardize school-running behaviors, and implement school enrollment in the compulsory education stage in accordance with the law.
2. Basic requirements 1. Adhere to the principles of hierarchical school running and territorial management of compulsory education.
The municipal education bureau will issue unified policies for enrollment in the compulsory section, and the town government (subdistrict office) will make overall coordination arrangements, and each school will be responsible for the specific implementation.
2. In accordance with the requirements of the "Compulsory Education Law" to "ensure that school-age children and teenagers enroll in the school closest to the place of household registration" and the priority principle of "the same residence and household", new students will be admitted to the nearest school according to the school district without examination.
School-age children and teenagers whose household registration is consistent with their parents’ household registration and family housing (determined based on the real estate certificate) shall be enrolled in schools in Shi Diocese (determined by the local education office, the same below).
No irregular cross-district enrollment will be arranged.
3. Adhere to the principle of full coverage of public services in compulsory education.
In accordance with the provisions of the "Compulsory Education Law" and the "Two Main Things" in the State Council Document (Guofa [2006] No. 5), local education offices must effectively protect the equal rights of school-age children and teenagers from the migrant population who meet the enrollment requirements to receive compulsory education.
It is necessary to gradually increase the proportion of children of migrant workers who meet the admission requirements in public (publicly-aided) schools through measures such as absorbing public schools and purchasing public-aided degrees from private schools.
The primary school admissions of the children of migrant workers who meet the admission requirements and who temporarily live in the urban area are uniformly arranged to the schools for the children of migrant workers in the urban area. The children of migrant workers who temporarily live in the urban area and meet the admission requirements for junior high schools are arranged by the urban district education office.
3. Enrollment Methods 1. Admission Policy Age.
Admission policy for primary school freshmen is 6 years old or above (born between September 1, 2009 and August 31, 2010).
Children who are over 6 years old but need to postpone their enrollment due to physical reasons must hold a certificate issued by a medical unit at the county (city) level or above, apply for postponement of enrollment procedures with the local education office, and report to the Municipal Education Bureau for approval.
Primary schools are not allowed to enroll children under the age of 6 under any name.
2. Children and teenagers with permanent household registration in Cixi City who meet one of the following conditions must register with the school in Shijiao District where their household registration is located with their household registration book and real estate certificate (residential and commercial buildings only, and must have full property rights).
In accordance with the priority principle of "the same residence and household", admission will be in the following order (the deadline for moving in the household registration of school-age children and teenagers and obtaining their parents' real estate certificates is June 30).
(1) The household registration of school-age children and teenagers is consistent with the parents’ household registration and family housing (identified based on the parents’ real estate certificates), and they are all enrolled in compulsory schools; (2) The household registration of school-age children and teenagers starts from the date of birth.
The household registration and house (identified based on the real estate certificate) of the grandparents (maternal grandparents) are both in the compulsory section of the school; (3) The household registration of school-age children and teenagers is consistent with the household registration of their parents,
If they are all within the school district of the compulsory section and there is no corresponding real estate; when the school-age children and teenagers in the same situation exceed the enrollment plan of the school, the school should formulate the admission method based on the principles of fairness and justice, and report it to the local education office for review and approval before implementation.
When the school-age children and teenagers in the above-mentioned category (2) exceed the school’s enrollment plan, the school can enroll the school-age children and teenagers in the order of their household registration application time.
When the school-age children and teenagers in the above-mentioned category (3) exceed the school’s enrollment plan, the school can implement enrollment in the order of the children’s and teenagers’ household registration transfer time.
School-age children and teenagers who own real estate but do not have corresponding household registration are no longer regarded as school district students.
If after completing the enrollment in the above three categories, there are still many vacant places, parents of school-age children and teenagers who have real estate in the compulsory school district but do not have household registration can be enrolled in the order of the time when the real estate certificate is obtained (
There are no children from other families in the same house studying at the school).
School-age children and teenagers who exceed the quota will be arranged to enroll in Shi Diocese School.
