Notice of the National Leading Group for Philosophy and Social Science Planning and the Ministry of Finance on Printing and Distributing the Interim Measures for the Management of Project Funds of the National Social Science Fund Chapter I General Provisions Article 1 In order to strengthen the management of projects funded by the National Social Science Fund (hereinafter referred to as the National Social Science Fund), these measures are formulated in accordance with the Interim Measures for the Financial Management of Social Science Institutions, the Interim Measures for the Management of State-funded Philosophy and Social Science Research Projects and other relevant provisions of the state, combined with the actual situation. Article 2 The National Social Science Fund mainly comes from the special funds allocated by the state finance and donations from social groups, institutions and individuals at home and abroad, and is used to fund the research work of key long-term planned projects, annual planned projects (including general projects and youth projects) and special projects of the national philosophy and social science research. Article 3 The National Social Science Fund shall be managed by the National Planning Office for Philosophy and Social Sciences under the leadership of the National Leading Group for Philosophy and Social Sciences (hereinafter referred to as the National Planning Office for Social Sciences). According to the situation of the National Social Science Fund, the National Social Science Planning Office puts forward the number of funded projects and the total amount of funding for the long-term and annual plans of philosophy and social sciences, which will be implemented after being approved by the National Social Science Planning Leading Group. Article 4 The management and use of project funds must conform to the provisions of the relevant national financial system and these Measures, and at the same time be conducive to scientific research and arouse the enthusiasm of scientific researchers.

All regions and departments should broaden the funding channels, and the project undertakers should make full use of the existing scientific research and working conditions in their own regions and departments to achieve greater research results with less investment. Fifth project funds are earmarked, and no unit or individual may intercept, occupy or misappropriate them for any reason or way. At the same time, the use of project funds should be subject to the supervision and inspection of the superior financial department and the financial and auditing departments. Chapter II Scope of Use of Project Funds Article 6 The scope of use of project funds is limited to the expenses directly needed for project research, mainly including:

1. Information fee: refers to the cost of copying, transcribing, copying and translating newspapers, files, documents and manuscripts needed for research work, as well as the cost of purchasing the most necessary books.

2. Travel expenses for domestic research: refers to the travel expenses for domestic social research activities necessary to complete the research work. Its standards shall be implemented in accordance with the relevant provisions of the state. Travel expenses shall not be charged for research involving Hong Kong, Macao and Taiwan and foreign countries. Research travel expenses shall not be used for personnel outside the research group.

3. Small-scale conference fee: refers to the fee of small seminars held to complete the research work. Participants should generally be members of the research group. It is necessary to attract people outside the research group to attend the meeting and strictly control it. The expenditure standard of small conference fees shall be implemented in accordance with the relevant provisions of the state.

4. Computer use fee: refers to the computer entry fee, software design fee, computer time fee or rental fee paid for projects with computers as auxiliary research means.

5. Printing subsidy: refers to the printing fee, printing fee and reproduction fee of research results that have important academic value and practical application value but are not suitable for public publication.

6. Achievement appraisal fee: refers to the expenses for the achievement appraisal activities organized by the National Social Science Planning Office directly or entrusted by the local social science planning office and the unit where the project leader is located (both collectively referred to as the entrusting unit), including the service fee and the expert service fee. Appraisal fees shall be implemented in accordance with relevant state regulations. Organizers and workers of appraisal work shall not charge service fees.

7. Management fee: refers to the compensation fee extracted by the project competent unit for providing conditions and services for project research. The management fee shall be extracted by 5% of the project funds, but the maximum management fee for each project shall not exceed 1000 yuan. The extraction of management fees should be synchronized with the annual appropriation, not in advance. In addition to the project leader's unit according to the provisions of this article to extract management fees, any unit or department shall not repeatedly extract management fees and other expenses for any reason. Chapter III Appropriation of Project Funds Article 7 If the amount of a single project funded by the National Social Science Fund is less than 654.38+10,000 yuan, it shall be examined and approved by the director of the National Social Science Planning Office; More than 65438+ 10,000 yuan (including 65438+ 10,000 yuan) shall be examined and approved by the leader of the National Social Science Planning Leading Group; More than 200,000 yuan (including 200,000 yuan) shall be collectively examined and approved by the leading group. The project funds shall be approved at one time, allocated by stages, used in lump sum, and the cost overruns shall not be covered. Article 8 The National Social Science Planning Office shall, within one month after the review, issue the Notice of National Social Science Fund Project to the unit where the project leader works. After receiving the notice, the person in charge of the project should prepare the expenditure plan according to the approved funding amount, fill in the receipt of the notice carefully as required, and send the expenditure plan and receipt to the National Social Science Planning Office by registered mail within two months. Overdue as a waiver, no longer apply for funding procedures. Article 9 After receiving the expenditure plan and receipt, the National Social Science Planning Office will allocate the project funds to the bank account of the unit where the project leader works, which will manage it. Project funds shall not be allocated to individual members of the research group. Tenth project funding, according to the amount of project funding and completion period, according to one-time disbursement and installment disbursement of two ways. The first disbursement of project funds is generally carried out in the third quarter of the year when the project is established, and the first disbursement is based on the expenditure plan and receipt. In the future, the person in charge of the project should fill in the annual checklist of the national social science fund project in advance, and after the entrusting unit has passed the inspection and signed the opinions, it will be reported to the National Social Science Planning Office, and the National Social Science Planning Office will continue to allocate funds on schedule. Project renewal funds are generally carried out in the first quarter of the following year after the above inspection.
