1. After completing the Application Form for Serious Illness Relief, the applicant shall submit it to the community neighborhood committee for investigation and preliminary examination, truthfully fill out the Application Form for Urban Medical Relief Fund, and then submit it to the subdistrict office or the township people's government for review. If it meets the requirements, it shall be submitted to the county-level civil affairs department. In order to reduce the people's medical burden, the state implements the policy of serious illness relief. For low-income households, children from special care families and rural orphans, the new rural cooperative medical fund and the civil assistance fund shall bear all the expenses, and the expenses exceeding the settlement standard shall be borne by medical institutions. Children under the age of 14 who participate in the new rural cooperative medical system can apply for serious illness relief, go through the examination and approval procedures at the local county-level civil affairs bureau and enjoy 90% reimbursement.
2. Medical assistance for serious illness of urban and rural residents is to provide limited financial assistance and enjoy preferential medical policies for urban and rural residents who suffer from major diseases and have difficulties in medical care and family life; Pre-hospital medical assistance is given to groups with special difficulties (including urban subsistence allowances, rural subsistence allowances, rural five guarantees, urban poor workers and their families), and they are funded to participate in urban residents' medical insurance or the new rural cooperative medical system respectively.
