1. Application: Anyone who applies for rural subsistence allowances shall submit a written application to the village (neighborhood) committee where the household registration is located, fill in the Application Form for Rural Subsistence Allowance, and provide the following supporting materials according to the principle of territorial management:
(1) Income certificate, which truthfully describes the basic situation, living conditions, income and main causes of poverty of family members;
(2) proof of household registration, including a copy of the household registration card and household registration book;
(3) Other certificates related to examination and approval.
2. Acceptance: After receiving the written application, the village (neighborhood) committee will investigate and verify the applicant's family economic status and actual living standard, and submit it to the village (neighborhood) people's meeting or the village (neighborhood) people's representative meeting for deliberation. Applicants who meet the minimum requirements after deliberation have been publicized in the village (neighborhood) affairs public column for more than 7 days. Publicity content includes the name of the head of household, family members living with * * * *, the amount of assistance, family income, etc. If there is no objection and although there is objection, the village (neighborhood) committee confirms that it meets the requirements, fill in the application form. At the same time, report the relevant certification materials to the township (town) government (street office);
3. Audit: The audit team of rural subsistence allowances in townships (sub-district offices) will complete the examination and approval of the applicant's basic information and relevant certificates within 10 working days through household investigation and verification, neighborhood visits, and household income calculation, and sign opinions on those who meet the requirements, and submit relevant certification materials to the county (city) district civil affairs department for examination and approval;
4. Examination and approval: The county (city) district civil affairs department shall complete the examination and approval of the rural subsistence allowances submitted by the township (town) government (street office) within 10 working day. Meet the minimum requirements, approved to enjoy the minimum standard, and commissioned by the village (neighborhood) committee announced again for three days.
