In order to comprehensively promote the renovation of dilapidated residential houses in the administrative area of Yuecheng District, According to the spirit of the State Council's Opinions on Further Improving the Renovation of Urban Shantytowns and Dangerous Houses in Urban and Rural Areas and the Construction of Supporting Infrastructure (Guo Fa [215] No.37) and the Notice of the General Office of the People's Government of Zhejiang Province on Comprehensively Promoting the Renovation of Urban Dangerous Old Houses (Zhejiang Zhengban Fa [215] No.61), the special action plan and work plan for this three-year period are formulated.
first, the basic principles
(a) people-oriented, safety first. The determination of the renovation project of dilapidated residential houses in cities and towns and the formulation of the implementation plan should fully respect the opinions of the masses, organize the implementation with the support of the majority of the masses or house owners, and be open, fair and just. Strictly implement the relevant laws and regulations, safeguard the legitimate rights and interests of the people, and effectively protect the safety of people's lives and property.
(2) adjust measures to local conditions and make a reasonable layout. Combined with the overall urban planning and land use planning, we should distinguish priorities, scientifically plan the layout, take into account the economic bearing capacity and actual housing needs in accordance with the requirements of classified guidance and unified construction, and promote the renovation of dilapidated urban residential houses in a planned and step-by-step manner.
(3) Market operation and government guidance. Pay attention to the role of market mechanism, fully mobilize the enthusiasm and cognition of the masses and mobilize social forces to participate. Local governments and relevant departments should strengthen guidance and norms and give necessary support in terms of policies and funds.
(4) Territorial management and supervision of implementation. According to the principle of territorial management, the Yuecheng District Government and the administrative committees of the municipal development zones are respectively responsible for the renovation of dilapidated residential houses in their respective regions. In accordance with the requirements of industry management and safety management, municipal departments and central and provincial units stationed in Shaoxing are responsible for the renovation of dilapidated residential houses belonging to their own departments.
II. Overall goal
On the basis of fully completing the structural safety investigation of urban residential houses and establishing the "one floor, one file" for the use safety of urban residential houses, the Yuecheng District Government and the administrative committees of development zones directly under the municipal government have completed the safety appraisal of Class C urban residential houses with serious structural safety problems that affect the safe use, and started the renovation rate of the old residential houses that have been identified as dangerous, reaching over 2%, and basically completed the renovation work by the end of 217.
III. Specific tasks
(1) Action tasks for the three years from 215 to 217. After preliminary investigation, 39 buildings (offices) of Class C residential houses were identified, with a total number of 749 sets and a total construction area of about 45,911 square meters. The structural types of dilapidated residential buildings are mainly brick-wood structure and brick-concrete structure. The nature of housing includes commercial housing, private houses, directly managed public houses, unit houses, housing reform houses, and community houses. See Annex 1 for details.
(2) Work tasks. After preliminary investigation, 15 buildings (offices) of Class C residential houses were identified, accounting for 38.46% of the three-year action tasks; The number of residential units is about 196, accounting for 26.17% of the three-year operation tasks; The construction area is about 13,911 square meters, accounting for 3.3% of the construction area of the three-year operation task. The specific tasks shall be appropriately adjusted according to the actual appraisal. The structural types are mainly brick-wood structure and brick-concrete structure. Residential properties include private houses, unit houses, housing reform houses, and community houses. See Annex 2 for details.
(3) Newly discovered tasks. Newly discovered dilapidated residential houses in 215-217 shall be treated and reformed with reference to the relevant provisions of this plan.

Development and reform, public security, finance, land, safety supervision, finance, cultural relics, insurance and other departments at all levels shall, in accordance with their respective functions and duties, coordinate in the safety management of urban residential housing use. Departments in charge of education, civil affairs, transportation, commerce, culture, sports, health and family planning, tourism, state-owned assets and other industries at all levels should guide and supervise the system to carry out urban housing safety inspection and governance.
(2) work task decomposition. According to the principle of territorial management, Yuecheng District Government is responsible for supervising the renovation of 11 dilapidated residential houses, Municipal Bureau of Organs Affairs is responsible for supervising the renovation of 2 dilapidated residential houses, Municipal Construction Management Bureau is responsible for supervising Changye Group to implement the renovation of 1 dilapidated residential house, and Ke Qiao District Government is responsible for supervising the renovation of 1 dilapidated residential house. V. Safeguards
(1) Standardize the application procedures. All the owners are the main body of the renovation of dilapidated residential houses in cities and towns, and the owners' representatives can initiate the related work of renovation of dilapidated residential houses in cities and towns. If an administrative organ, enterprise or institution owns more than 1% of the property rights of a building or more than 3% of the owners of the building (calculated by sets) as employees of the unit, the unit to which it belongs can undertake the renovation of dilapidated residential houses in cities and towns, and the township (street) and community where it is located should give support. In the name of all owners, they can apply for renovation of dilapidated residential houses in cities and towns in accordance with relevant laws and regulations, and all owners shall bear corresponding obligations according to the construction area or households.
(2) determine the appropriate governance and transformation methods. The renovation of dilapidated residential houses in cities and towns should give priority to the way of piece-by-piece renovation in the form of projects, or separate renovation such as maintenance and reinforcement, demolition and reconstruction or repurchase and disposal. The specific renovation method should be scientifically and reasonably determined according to the actual situation.
(3) define the examination and approval items. The scheme of maintenance, reinforcement, demolition and reconstruction of dilapidated residential houses in cities and towns should be compiled by the original design unit or a design unit with corresponding qualifications. Maintenance and reinforcement projects or demolition and reconstruction projects within the original legal land use scope will not be re-applied for land use approval procedures. For demolition and reconstruction projects, urban and rural planning, landscaping and other competent departments can appropriately relax the requirements of floor area ratio, floor height, floor number and greening according to the actual situation, and the specific implementation rules will be formulated by the Municipal Planning Bureau in conjunction with the departments of land and construction. Maintenance and reinforcement projects involving cultural relics protection units at all levels, cultural relics protection points and historical buildings shall be implemented in accordance with relevant laws and regulations.
(4) raise funds through multiple channels. The funds needed for the renovation of dilapidated residential houses in cities and towns are raised according to the principle of "responsible recovery, owner's main body, unit funding, policy support and regional balance". If the use of urban residential houses is dangerous, the responsible unit or person shall bear the corresponding liability for compensation. The renovation funds shall be shared by all owners in proportion to the original construction area. Belong to the purchase of housing reform, the original property unit can be funded within 2% of the maintenance and reinforcement, demolition and reconstruction costs. The residential area increased due to demolition and reconstruction can be sold, and the sale funds can be used to offset the construction cost, so as to minimize the burden on the owners. Urban dilapidated residential housing demolition and reconstruction projects involving expansion or resettlement, project land indicators, planning indicators, financing can implement regional overall balance, if necessary, should be supplemented with construction land for resettlement. In principle, the construction cost actually borne by the owner shall not be less than the construction and installation cost of the renovation project. The expenses borne by the owners can use the housing reform housing maintenance fund, property special maintenance fund and personal provident fund (housing subsidy) according to the regulations, and can apply for the use of provident fund loans. Urban dilapidated residential housing renovation project meets the declaration conditions of shantytown renovation project, which can be included in the shantytown renovation plan and enjoy relevant policy support.
The special funds for renovation of dilapidated residential houses in Yuecheng District are included in the municipal and district budgets or departmental budgets respectively, and the development zones directly under the municipal government should also include the special funds for renovation of dilapidated residential houses in the financial budget of the development zones. The special funds for the renovation of dilapidated residential houses in cities and towns should be earmarked for emergency relief and subsidies for renovation projects.
(5) Implement preferential policies. The renovation project of dilapidated residential houses in cities and towns shall be exempted from administrative fees and government funds such as supporting fees for urban municipal infrastructure, registration fees for housing ownership, registration fees for land use rights, etc., and the operating and service fees involved shall be halved, and the projects involved in laying pipelines such as water, electricity and gas, dismantling and shifting of meter boxes, etc. shall be charged at the cost price in one lump sum.
(6) Improve the management system
1. Implement the responsibility for the safety of urban residential houses. Owners and related users bear the first responsibility for the daily management, maintenance and repair of urban residential houses. Entrusted by the owner or user, the realty service enterprise undertakes some daily management affairs such as inspection, repair and maintenance of the house according to the realty service contract. All localities should establish a full coverage, normalization and grid inspection system, and establish and improve the urban residential housing inspection system; The investigation work is organized by the township government (street office); If it is found in the house investigation that it belongs to Class C houses, the local government should urge the owners to conduct house safety appraisal. All levels of earthquake, land, construction, construction management, transportation, water conservancy, meteorology and other departments should provide relevant technical support.
2. standardize the use safety appraisal of urban residential houses. The application for the use safety appraisal of urban residential houses shall be made by the owner's representative or in the name of all the owners of the building. Urban residential housing use safety appraisal is made by qualified housing use safety appraisal institutions. Housing use safety appraisal institutions should apply to the municipal construction management department for the record. City construction and management departments should strengthen the management of housing safety appraisal institutions and employees. The appraisal report on the conclusion of dilapidated houses issued by the house use safety appraisal institution shall be submitted to the local government (Administrative Committee) at the first time and copied to the township government (street office), and submitted to the municipal construction and construction management department for the record. After receiving the appraisal conclusion of dilapidated houses, the local government (Administrative Committee) shall immediately inform and urge the owners to evacuate, and the relevant expenses incurred in the process of evacuation shall be appropriately subsidized in the form of economic compensation for needy households, which shall be formulated by local departments themselves.
3. Strengthen the supervision of urban residential housing renovation. The implementation of the design, construction and supervision units to complete the business project file management system, project quality director system and inform the reminder system. It is forbidden to demolish and change the load-bearing structure of urban residential houses without authorization, to make any changes to the main structure of brick-concrete urban residential houses without authorization, to break the wall without authorization and to separate the basic units of residential houses. It is found that the owners or other users have illegal decoration behavior, and all localities and property service enterprises should discourage and stop it. If it is ineffective, the relevant units shall investigate and deal with it according to law.
4. Improve the emergency response system. The emergency disposal system for dilapidated residential houses shall be implemented according to the Emergency Plan for Quality and Safety Accidents of Shaoxing Construction Project. All localities should formulate corresponding emergency plans according to the actual situation, and the handling of emergencies should be carried out under the guidance of local governments (administrative committees), and at the same time, publicity and education on the safety knowledge and emergency knowledge of urban residential houses should be strengthened.
(7) Improve the supporting infrastructure. Combined with the renovation of dilapidated residential houses, we will improve the construction of supporting infrastructure directly related to it, such as roads, public transportation, communications, power supply, water supply and parking, and strive to achieve simultaneous planning, simultaneous approval, simultaneous construction and simultaneous delivery of supporting infrastructure and renovation of dilapidated residential houses.
(8) further establish and improve the working mechanism. The former Shaoxing leading group for the safety investigation of dilapidated houses was renamed as Shaoxing leading group for the renovation of dilapidated houses in cities and towns. Led by the Municipal Construction Bureau in conjunction with the relevant municipal departments and the Yuecheng District Government, a joint meeting system for the renovation of dilapidated residential houses in Shaoxing City was established. Local governments (administrative committees) and relevant departments must also set up corresponding organizations to do a good job in daily grid management of urban residential housing use safety, establish a "one building, one book" mechanism, and implement tracking and monitoring measures.
(9) Establish a reporting system for remediation. Each responsible unit shall, in accordance with the requirements of quarterly report, report the situation of the management of dilapidated residential houses to the office of the leading group for the management and transformation of dilapidated residential houses in cities and towns, and report the monthly work plan in a timely manner.
