The Notice pointed out that since the issuance of the Guiding Opinions of the General Office of the State Council on Comprehensively Promoting the Renovation of Old Urban Residential Areas (Guo Ban Fa [22] No.23), various localities have accelerated the renovation of old urban residential areas, helped a large number of residents in old residential areas to improve their living conditions and living environment, and solved the problem of "urgent difficulties and worries" of many people. However, there are still many problems in the work of many places, such as the emphasis on "face" over "lining", the government's attention to the masses, the extensive construction organization, the small implementation unit, the difficulty of social forces entering, and the difficulty of establishing a sustainable mechanism. The role of the transformation of old urban communities as both livelihood projects and development projects has not been fully stimulated. In order to solidly promote the transformation of old urban communities, it not only meets the needs of the people for a better life, benefits the people and expands domestic demand, but also promotes the transformation of urban renewal and development and construction methods.
The Notice puts forward ten bottom line requirements. Among them, cities and counties should establish a special working mechanism of government overall planning, compartmentalization cooperation, and all departments should pay attention to the management of * * *, clarify the working rules, list of responsibilities and rules of procedure, form a joint effort, and avoid simply promoting the transformation of old urban communities as construction projects.
Secondly, there is no "one size fits all" in different places. It is strictly forbidden to include communities that do not meet the conditions of the scope of transformation objects of old urban communities in local towns into the transformation plan. It is strictly forbidden to demolish old buildings, relocate residents and cut down old trees at will in the name of the transformation of old urban communities.
In addition, it is particularly pointed out that all localities should resolutely prevent all financial funds from being collected, and resolutely prevent blind borrowing to spread the stalls and increase the hidden debt of the government.
It is worth mentioning that it is proposed in the Notice that before the commencement of construction, residents should follow the principle that only when the participation rate and consent rate reach the local specified proportion can they be included in the renovation plan. The renovation plan shall be approved by a written (online) vote of more than the statutory proportion of residents before the renovation can be started.

The renovation of old urban communities is a major livelihood project and development project that the CPC Central Committee and the State Council attach great importance to. Since the issuance of the Guiding Opinions of the General Office of the State Council on Comprehensively Promoting the Renovation of Old Urban Residential Areas (Guo Ban Fa [22] No.23), all localities have accelerated the renovation of old urban residential areas, helped a large number of residents in old residential areas to improve their living conditions and living environment, and solved the problem of "urgent difficulties and worries" of many people. First, firmly adhere to the bottom line requirements, and resolutely make people's livelihood projects into people's satisfaction projects
(1) Cities and counties should establish a special working mechanism of government overall planning, compartmentalization cooperation, and concerted efforts by all departments, and clarify working rules.
(2) When determining the annual renovation plan, all localities should proceed from the local reality, do their best, do what they can, do not set targets at different levels, and do not engage in "one size fits all". It is strictly forbidden to include communities that do not meet the conditions of the scope of transformation objects of old urban communities in local towns into the transformation plan. It is strictly forbidden to demolish old buildings, relocate residents and cut down old trees at will in the name of the transformation of old urban communities.
(3) All localities should determine that the renovation plan should not exceed the local fund-raising ability and organization and implementation ability, and resolutely prevent financial funds from being all-inclusive, and resolutely prevent blind borrowing to pave the way and increase the government's hidden debt. All localities should speed up the use of financial funds, find out the base number of old residential areas in towns to be renovated in the region, establish a repository of renovation projects, plan renovation projects in advance, and make overall arrangements for the renovation sequence, so as to change "projects such as money" into "projects such as money". The central subsidy funds for the transformation of old urban communities should be used in strict accordance with the relevant provisions, and interception and misappropriation are strictly prohibited.
(4) all localities should supervise and guide professional business units such as electric power, communication, water supply, drainage, gas supply and heating to fulfill their social responsibilities, give priority to the supporting facilities such as water, electricity and heat letters that need to be rebuilt in old communities into the annual renovation plan of their franchise facilities, and take the initiative to make a good connection with the annual plan for the renovation of old urban communities. Before the renovation of the project starts, the city and county should form an overall construction plan for the renovation of water, electricity, heat and other facilities to avoid repeated construction and nuisance.
(5) Before the city and county formulate the renovation plan for old urban residential areas, they should thoroughly investigate the shortcomings of supporting facilities and potential safety hazards in the residential areas, and give priority to the renovation of old pipelines such as drainage and gas with potential safety hazards, supporting facilities and public service facilities with strong public will, and energy-saving renovation of buildings in northern heating areas as key contents.
(6) cities and counties should clarify the division of responsibilities of streets and communities in promoting the transformation of old urban communities, and combine it with strengthening the construction of grass-roots party organizations, the construction of residents' autonomy mechanism and the construction of community service system, speed up and improve the mechanism of mobilizing residents to participate in the transformation, and mobilize residents to participate in the formulation of transformation plans, cooperate with construction, participate in process supervision and follow-up management, and evaluate and feedback the transformation effect of communities.
(7) residents can only be included in the renovation plan if they have formed a sense of * * *, that is, the participation rate and consent rate have reached the local prescribed proportion; The renovation plan shall be approved by a written (online) vote of more than the statutory proportion of residents before the renovation can be started.
(8) residents can only be included in the renovation plan if they have formed a * * * knowledge on improving the long-term management mechanism of the community in combination with the renovation work. Residents can only start the renovation if they form a collective understanding of the reformed property management model and pay the necessary property service fees and confirm it in writing (online).
(9) all localities should improve the quality and safety supervision mechanism after the renovation of old urban communities. We should improve the construction safety precautions, establish a sampling inspection system for project quality and safety, and clarify the acceptance and handover regulations for reconstruction projects to ensure construction safety and project quality; We should establish and improve the quality return visit and warranty system of renovation project, as well as the coordination mechanism of quality complaints and disputes, improve the credit management of renovation project quality and safety and the punishment mechanism of dishonesty, and compact the quality and safety responsibilities of all participating units.
(1) The relevant cities and counties should promptly check the problems found by the rectification audit and the the State Council General Inspection. If the rectification is not in place in time according to the regulations, the qualification to declare the transformation plan for the next year will be cancelled as appropriate.
second, focus on difficult problems and give full play to the role of the transformation and development project of old urban communities
(1) cities and counties should combine the transformation and improvement of party building to lead the urban grassroots governance mechanism. Encourage the establishment of community party organizations and owners' committees in combination with the transformation of old urban communities, build a platform for residents to communicate and discuss, and use online means such as "Internet * * * to build * * * governance * * *" to improve the efficiency of residents' consultation and discussion. Encourage the sinking of public services and social management resources, and explore bidding and reward mechanisms suitable for renovation projects in accordance with relevant regulations.
(2) cities and counties should promote the coordinated transformation of adjacent communities and surrounding areas. In combination with the urban renewal action and the construction of a complete residential community, we will actively promote the coordinated transformation of adjacent communities and surrounding areas and the overall transformation of the whole area, strengthen the enjoyment of service facilities and public space, and promote the construction of a safe and healthy complete residential community with perfect facilities and orderly management. Encourage all localities to combine the transformation of old urban communities, simultaneously create green communities, and promote the quality improvement of residential communities.
(3) encourage cities and counties to accelerate the construction of community life circle with transformation as the starting point. Before determining the renovation plan of old urban communities, we should carry out a general survey with residential communities as a unit, find out the shortcomings of various facilities and public space construction, as well as the stock resources such as idle housing resources and idle land that can be actively utilized in the communities to be renovated and surrounding areas, and prioritize them. In the renovation, we should allocate various facilities such as pension, nursery, food assistance, parking, physical fitness and so on that residents need most, and strengthen the renovation of the old and the children, and the construction of barrier-free facilities.
(4) cities and counties should raise funds for the renovation of old urban communities through multiple channels. Actively through the implementation of the responsibility of professional business units, will meet the requirements of the old urban residential renovation projects into the scope of local government special bonds to support, attract social forces to participate in investment, strive for credit support, and rationally implement the residents' investment responsibility and other channels, the implementation of the fund * * * bear mechanism, and effectively improve the efficiency of the use of financial funds.
(5) encourage cities and counties to attract and cultivate the main operators for the large-scale implementation of the transformation of old urban communities. Encourage government procurement, paid use of new facilities, implementation of assets rights and interests, etc., to attract and cultivate various professional institutions and other social forces without adding hidden debts of local governments, and participate in the planning, design, financing, construction, operation and management of renovation projects throughout the chain. Support the standardized large-scale implementation of the operation subject in a market-oriented operation mode, fully tap the profit points of transformation projects such as operating community services, and balance the transformation investment through the long-term operation income of the project to achieve sustainability.
(6) cities and counties should promote the improvement of financial services. Encourage cooperation with various financial institutions, accelerate product and service innovation, * * * explore financing models suitable for renovation, and provide financial support for qualified overall renovation projects of old urban communities and special renovation projects such as water, electricity and hot letters. Encourage financial institutions to provide credit support for the projects of installing elevators and building parking facilities invested and operated by professional institutions in a market-oriented way, as well as the development of new community service projects such as pension, nursery and housekeeping in the form of "platform entrepreneurship unit". Under the premise of not increasing the implicit debt of local governments, financial institutions are encouraged to participate in investing in urban renewal funds such as the renovation of old urban communities set up by local governments according to laws and regulations.
(7) all localities should speed up the construction of supporting policies and systems to adapt to the stock transformation. Actively build an examination and approval system to meet the needs of transformation, and clarify the examination and approval items, subjects and procedures. Encourage local conditions to improve the standard system to meet the needs of transformation. Accelerate the establishment and improvement of the policy mechanism of intensive and mixed use of existing land and compatible conversion of existing housing facilities, create conditions for attracting social forces to participate and introduce financial support, and promote the sustainable development of the transformation of old urban communities.
(8) encourage cities and counties to transfer the property rights of the reformed franchise facilities and equipment to professional business units in accordance with legal procedures, which will be responsible for the follow-up maintenance and management, earnestly safeguard the achievements of the transformation of municipal supporting infrastructure such as water, electricity, heat and information, and keep the bottom line for the safe operation of municipal public facilities.
(9) cities and counties should establish and improve the collection, use and renewal mechanism of special maintenance funds for old residential quarters in cities and towns in combination with the transformation, so as to promote the maintenance and renewal of residential quarters to enter a benign track after the transformation.
(1) encourage cities and counties to actively guide residents in residential areas to renovate indoor pipelines in combination with renovation, and guide qualified residents to carry out overall renovation and renovation of houses, so as to promote the consumption of home improvement building materials.
Third, improve the working mechanism of supervision and guidance
(1) Evaluate the quality and effect of work scientifically. All localities should check the problems existing in the improvement work item by item according to the bottom line requirements; With the goal of promoting high-quality development, we will focus on the difficult problems that need to be tackled, learn from the experience of the pioneering regions, improve the working mechanism and policy system, and continuously improve the quality and effectiveness of work. All localities should take the people's satisfaction and benefit, the quality of transformation and the efficiency of the use of financial funds as the yardstick, scientifically evaluate the effectiveness of transformation work in their own regions, and form a strong atmosphere of encouraging the advanced, urging the backward and promoting the backward with the advanced; All localities can refer to the standards for the renovation of old urban residential areas (see annex), make overall plans for all aspects of work, and make solid and systematic progress.
(2) establish a guiding mechanism for itinerant research. The Ministry of Housing and Urban-Rural Development will organize experts from relevant departments, regions and industries to form an itinerant research and guidance working group, focusing on solving the problems of mobilizing residents to participate in the construction of the project, attracting social forces to participate, raising funds through multiple channels, rationally expanding the implementation unit of the transformation, and improving the institutional system that meets the needs of the transformation, and strengthening the research and guidance to all localities. For some provinces with remarkable results, we will focus on summarizing their experiences, practices and policy mechanisms that can be replicated and promoted; For some provinces with gaps in work progress, we will focus on helping and guiding them to improve their mechanisms, policies and clear measures. All provinces (autonomous regions and municipalities) may, in light of the local conditions, establish corresponding guiding mechanisms for touring research and strengthen the guidance for cities and counties.
(3) improve the mechanism of encouraging the advanced and urging the backward. The results of the effectiveness evaluation of the renovation of old urban residential areas serve as an important reference for arranging the issuance of central financial subsidies. Appropriate rewards will be given to places where investment in the central budget is well implemented. Incorporate the renovation of old urban communities into the supervision and incentive items in the State Council, and take the evaluation of work effectiveness as an important basis to determine the incentive list. Provinces (autonomous regions and municipalities) housing and urban and rural construction, development and reform, finance and other departments should intensify supervision and guidance, unblock the channels of complaints and reports, and timely summarize and report good experiences and practices if they find that the work of cities and counties has achieved outstanding results. If they find that cities and counties violate the bottom line requirements through supervision, inspection, auditing, letters and visits, and the media, they should promptly urge rectification, and serious problems should be dealt with according to laws and regulations.
(4) Strengthen publicity and guidance. All localities should increase the publicity of the renovation of old urban communities, pay attention to typical guidance and positive guidance, comprehensively and objectively report the progress and effectiveness of the renovation of old urban communities as livelihood projects and development projects, and raise the awareness of all sectors of society on the renovation of old urban communities. It is necessary to accurately interpret the policies and measures for the renovation of old urban residential areas, increase the publicity of outstanding projects and typical cases, and create a good public opinion atmosphere. Take the initiative to accept the supervision of public opinion, solve the problems reflected by the masses in time, improve the shortcomings in the work, actively respond to social concerns, and form a benign interaction.
