The Notice pointed out that since the issuance of the Guiding Opinions of the General Office of the State Council on Comprehensively Promoting the Renovation of Old Urban Residential Areas (Guo Ban Fa [22] No.23), various localities have accelerated the renovation of old urban residential areas, helped a large number of residents in old residential areas to improve their living conditions and living environment, and solved the problem of "urgent difficulties and worries" of many people. However, there are still many problems in the work of many places, such as the emphasis on "face" over "lining", the government's attention to the masses, the extensive construction organization, the small implementation unit, the difficulty of social forces entering, and the difficulty of establishing a sustainable mechanism. The role of the transformation of old urban communities as both livelihood projects and development projects has not been fully stimulated. In order to solidly promote the transformation of old urban communities, it not only meets the needs of the people for a better life, benefits the people and expands domestic demand, but also promotes the transformation of urban renewal and development and construction methods.

The Notice puts forward ten bottom line requirements. Among them, cities and counties should establish a special working mechanism of government overall planning, compartmentalization cooperation, and all departments should pay attention to the management of * * *, clarify the working rules, list of responsibilities and rules of procedure, form a joint effort, and avoid simply promoting the transformation of old urban communities as construction projects.

Secondly, there is no "one size fits all" in different places. It is strictly forbidden to include communities that do not meet the conditions of the scope of transformation objects of old urban communities in local towns into the transformation plan. It is strictly forbidden to demolish old buildings, relocate residents and cut down old trees at will in the name of the transformation of old urban communities.

In addition, it is particularly pointed out that all localities should resolutely prevent all financial funds from being collected, and resolutely prevent blind borrowing to spread the stalls and increase the hidden debt of the government.

It is worth mentioning that it is proposed in the Notice that before the commencement of construction, residents should follow the principle that only when the participation rate and consent rate reach the local specified proportion can they be included in the renovation plan. The renovation plan shall be approved by a written (online) vote of more than the statutory proportion of residents before the renovation can be started.

The renovation of old urban communities is a major livelihood project and development project that the CPC Central Committee and the State Council attach great importance to. First, firmly adhere to the bottom line requirements, and resolutely make people's livelihood projects into people's satisfaction projects

(1) Cities and counties should establish a special working mechanism of government overall planning, compartmentalization cooperation, and concerted efforts by all departments, and clarify working rules.

(2) When determining the annual renovation plan, all localities should proceed from the local reality, do their best, do what they can, do not set targets at different levels, and do not engage in "one size fits all". It is strictly forbidden to include communities that do not meet the conditions of the scope of transformation objects of old urban communities in local towns into the transformation plan. It is strictly forbidden to demolish old buildings, relocate residents and cut down old trees at will in the name of the transformation of old urban communities.

(3) All localities should determine that the renovation plan should not exceed the local fund-raising ability and organization and implementation ability, and resolutely prevent financial funds from being all-inclusive, and resolutely prevent blind borrowing to pave the way and increase the government's hidden debt. All localities should speed up the use of financial funds, find out the base number of old residential areas in towns to be renovated in the region, establish a repository of renovation projects, plan renovation projects in advance, and make overall arrangements for the renovation sequence, so as to change "projects such as money" into "projects such as money". The central subsidy funds for the transformation of old urban communities should be used in strict accordance with the relevant provisions, and interception and misappropriation are strictly prohibited.

(4) all localities should supervise and guide professional business units such as electric power, communication, water supply, drainage, gas supply and heating to fulfill their social responsibilities, give priority to the supporting facilities such as water, electricity and heat letters that need to be rebuilt in old communities into the annual renovation plan of their franchise facilities, and take the initiative to make a good connection with the annual plan for the renovation of old urban communities. Before the renovation of the project starts, the city and county should form an overall construction plan for the renovation of water, electricity, heat and other facilities to avoid repeated construction and nuisance.

(5) Before the city and county formulate the renovation plan for old urban residential areas, they should thoroughly investigate the shortcomings of supporting facilities and potential safety hazards in the residential areas, and give priority to the renovation of old pipelines such as drainage and gas with potential safety hazards, supporting facilities and public service facilities with strong public will, and energy-saving renovation of buildings in northern heating areas as key contents.

We should improve the construction safety precautions, establish a sampling inspection system for project quality and safety, and clarify the acceptance and handover regulations for reconstruction projects to ensure construction safety and project quality; We should establish and improve the quality return visit and warranty system of renovation project, as well as the coordination mechanism of quality complaints and disputes, improve the credit management of renovation project quality and safety and the punishment mechanism of dishonesty, and compact the quality and safety responsibilities of all participating units.

(1) The relevant cities and counties should promptly check the problems found by the rectification audit and the the State Council General Inspection. If the rectification is not in place in time according to the regulations, the qualification to declare the transformation plan for the next year will be cancelled as appropriate.

second, focus on difficult problems and give full play to the role of the transformation and development project of old urban communities

(3) encourage cities and counties to accelerate the construction of community life circle with transformation as the starting point. Before determining the renovation plan of old urban communities, we should carry out a general survey with residential communities as a unit, find out the shortcomings of various facilities and public space construction, as well as the stock resources such as idle housing resources and idle land that can be actively utilized in the communities to be renovated and surrounding areas, and prioritize them. (6) cities and counties should promote the improvement of financial services. Encourage cooperation with various financial institutions, accelerate product and service innovation, * * * explore financing models suitable for renovation, and provide financial support for qualified overall renovation projects of old urban communities and special renovation projects such as water, electricity and hot letters. Encourage financial institutions to provide credit support for the projects of installing elevators and building parking facilities invested and operated by professional institutions in a market-oriented way, as well as the development of new community service projects such as pension, nursery and housekeeping in the form of "platform entrepreneurship unit". Under the premise of not increasing the implicit debt of local governments, financial institutions are encouraged to participate in investing in urban renewal funds such as the renovation of old urban communities set up by local governments according to laws and regulations.

(7) all localities should speed up the construction of supporting policies and systems to adapt to the stock transformation. (9) cities and counties should establish and improve the collection, use and renewal mechanism of special maintenance funds for old residential quarters in cities and towns in combination with the transformation, so as to promote the maintenance and renewal of residential quarters to enter a benign track after the transformation.

Third, improve the working mechanism of supervision and guidance

(4) Strengthen publicity and guidance.
