Establish and improve the land contract management rights registration system that includes rights to obtain contracts, register and record rights, and certificates to certify rights.

Improve contract contracts, improve registration books, issue ownership certificates, and strengthen the protection of property rights of land contract management rights, providing an important basis for carrying out land transfers, mediating land disputes, improving subsidy policies, carrying out land acquisition compensation and mortgage guarantees.

In accordance with the requirements for the standardization and standardization of the national real estate registration information management database, and relying on the real estate registration information management system, a land contract management right information application platform is established to facilitate public inquiries and facilitate service management.

Funds for the confirmation, registration and issuance of land contract management rights are included in the fiscal budgets at all levels. In areas with better agricultural production conditions and higher farmers' willingness to plant and breed, support farmers to set up land joint-stock cooperatives by buying shares at a discounted price of land; in areas with many people and few land and many migrant workers, guide social service cooperative organizations such as agricultural machinery and plant protection.

Provide farmers with "land trust" services such as farming and planting on behalf of farmers, unified prevention and control, unified allocation and unified utilization, etc., which does not change the contracting relationship of farmers, but also ensures that the land is cultivated, achieving unified farming and large-scale production; it is useful in developing high-quality agriculture.

Advantages and large-scale transfer of rural labor to non-agricultural industries. Promote the Shaxian land trust transfer model, rely on agricultural departments or township land transfer platforms for corporate operations, implement unified entrustment, unified transfer, and unified distribution, and establish a risk prevention and income return system.

Encourage farmers to exchange and merge land on a voluntary basis to solve the problem of fragmentation of contracted land.

Increase support for large-scale grain production, and increase direct grain subsidies, improved seed subsidies, and comprehensive agricultural input subsidies to favor large-scale grain production operators; support the construction of grain production capacity areas, and provide new agricultural products with more than 100 acres of rice production within the production capacity areas.

Business entities will be given a one-time subsidy at the standard of 100 yuan per mu; business entities such as farmer cooperatives and family farms engaged in large-scale grain production that meet the conditions for applying for agricultural machinery purchase subsidies will be given priority; contracts for cultivated land of more than 30 acres will continue to be provided.

Large grain households will be given a reward of more than 30 yuan per mu, and the bonus will be allocated from the increment of comprehensive agricultural subsidy funds issued.

Based on the actual conditions of our province, we will steadily promote the pilot projects of land management rights mortgage and guarantee, study and formulate unified and standardized implementation methods, and explore the establishment of a mortgage asset disposal mechanism.
