As an applicant, the scientific and technical personnel of the supporting unit shall meet the conditions stipulated by the relevant laws of China: they have undertaken basic research projects or have other basic research experiences; With professional and technical positions or doctoral degrees, or two scientific and technical personnel with senior professional and technical positions in the same research field. Some types of projects have special requirements for the applicant's conditions on this basis. If the domestic and overseas personnel employed part-time by the supporting unit apply for the NSFC project as an applicant, they shall provide a copy of the employment contract of the supporting unit, and provide a description including the employment position, employment period, annual working time in the supporting unit, etc., and submit it together with the application as an annex. Applicants for regional science fund projects should be full-time staff of supporting units within the scope of regional science fund funding, and scientific and technical personnel who have been aiding Xinjiang and Tibet for more than 3 years sent by the Organization Department of the CPC Central Committee according to national policies. Among them, the scientific and technical personnel assisting Xinjiang and Tibet should provide supporting documents issued by the organization department or personnel department of the unit, and submit them together with the application form as an annex. Part-time employees of supporting units within the scope of funding of regional science funds, scientific and technological personnel of supporting units of the Central Committee and the China People's Liberation Army within the scope of funding of regional science funds, and scientific and technological personnel outside the scope of funding of regional science funds shall not apply for regional science fund projects as applicants.

Scientific and technical personnel engaged in basic research meet the conditions stipulated by relevant laws of our country, and have no work unit or work unit that is not a supporting unit. After consulting with the supporting unit registered with the Natural Science Foundation of China and obtaining the consent of the supporting unit, they can apply for general projects and youth science fund projects, but not other types of projects. When applying for a project as an applicant, such personnel should truthfully fill in the information of the work unit in the basic information table of the application form, introduce their previous research work in detail in the resume part, and provide a written contract signed with the supporting unit, and submit it together with the application form as an annex.
