The requirement for the declaration of medical insurance bottom fund is that the insured who participates in local medical insurance is unwilling to bear the medical expenses because of the injury of a third party.

If the insured (hereinafter referred to as the insured) who participates in the social medical insurance in this Municipality and normally enjoys the overall treatment according to the regulations suffers injury due to the infringement of a third party, the medical expenses shall be borne by the third party according to the determined responsibilities.

If the third party is unable to pay or cannot determine the third party, the insured may apply to the social insurance agency in writing for the basic medical insurance fund to pay the medical expenses that should be borne by the third party in advance.
