Since its establishment, the Bos Scholarship Council has formulated a series of rules and regulations, forming a set of standardized procedures from selection, dispatch to management, which has improved the management of Bos Scholarships. Bao Scholarship adheres to the "open registration, fair competition, adherence to standards, merit-based selection, and dispatch on demand" policy, and insists that the selected personnel should meet the needs of China's socialist construction and be included in the public channels. By the end of 22, 326 scholarship winners (including 21 sent by the former Ministry of Education) had been sent to the United States, Britain, Canada, Australia, Japan, France, Belgium, Norway, Switzerland, the Netherlands, Sweden, Denmark and other countries for doctoral degrees or further studies, or for visits. Bausch scholars have entered famous universities, laboratories and large enterprises all over the world, such as Harvard University, Massachusetts Institute of Technology and Stanford University in the United States. Cambridge University and Oxford University in Britain; University of Tokyo in Japan; University of Toronto, Canada; Swiss federal institute of technology zurich, Switzerland, Lawrence Livermore National Laboratory, Argonne Laboratory, IBM Technology Center, Siemens, etc.

By the end of 22, 219 overseas students sent by Bao Scholarship had returned to China. After returning to China, they played a key role in different posts and made remarkable achievements. Many of them have become new academic leaders and won many national, provincial and ministerial scientific and technological awards. Many people have been promoted to professors and doctoral supervisors, and some have held certain leadership positions. Among them, Pan Yunhe of Zhejiang University, one of the first overseas personnel selected by the Bausch Foundation in 1986, is now an academician of China Academy of Engineering, alternate member of the Central Committee, president of Zhejiang University and chairman of the Bausch Foundation. Yu Hai, vice president of Zhejiang Medical University, and Huang Zuhui, vice president of Zhejiang Agricultural University before the merger of the four universities of Zhejiang University, Xiao Ruifeng, vice president of Zhejiang University of Technology, Wang Junhao, vice president of Zhejiang Institute of Finance and Economics, Dai Wenzhan, vice president of Zhejiang Engineering College, and Peng Qunsheng and Ye Zhizhen, winners of the Golden Bull Award of national key laboratories, are all outstanding returnees of the Bausch Scholarship. Among the leading cadres of 2 colleges in Zhejiang University, 26 are Bausch scholarship winners. Among the outstanding teachers listed in the "151 Talent Project" in our province, there are also a considerable number of returned scholars from the Bausch Fund.
