Actively organize, strengthen coping guidance, train coping skills, improve coping strategies, enhance coping enthusiasm, know yourself tactically, keep winning battles and open up new situations. Industry-University-Research, an intermediary organization, is duty-bound to actively respond to new trade frictions. Strengthen the functions of trade associations and speed up the legal construction of intermediary organizations.
In dealing with trade frictions, it is very important to strengthen the self-discipline function of trade associations. At present, a very important issue is to strengthen the legal status of intermediary organizations such as business associations. First of all, it is necessary to formulate a law on business associations and establish their legal status. So far, there is no law on business associations in the country. The work of business associations has no legal basis, no clear development prospects, and no clear authority and ability to actively organize enterprises to better deal with trade frictions, strengthen self-discipline of enterprises, and promote enterprises to standardize transactions. The second is to establish an access system for business associations. Intermediary organizations should be divided into two categories: (1) public law intermediary organizations, which enterprises must join and are mandatory; (2) Intermediary organizations in private law are voluntary. Therefore, it can cover all enterprises and all enter intermediary organizations, which is conducive to strengthening organizational management. It is also possible for public law and private law intermediary organizations to clarify their identity, status and role. Strengthening the management of public law intermediary organizations can completely eliminate the chronic diseases of "competitive price reduction, vicious competition, self-destruction of the Great Wall, harming others' interests and national interests" among enterprises for many years. Private law intermediary organizations can be made to serve enterprises seriously, otherwise enterprises can quit the organization and give private law intermediary organizations "fatal" pressure, and their work will be better. Establish technical consultation and information service institutions related to WTO rules and technical barriers to trade to provide services for domestic enterprises.
There are more and more technical barriers to trade in export trade. It has become an important task for governments and intermediaries at all levels to establish corresponding information service institutions, understand and master the relevant technical regulations, standards and conformity assessment procedures of major WTO members, and do a good job in consulting services for export enterprises. At present, more than a dozen related consultation centers have been established in many coastal provinces and big cities, which have played a very good role in government decision-making, enterprise export and opening up the international market. The central and western regions should actively study and establish relevant institutions. Carrying out the certification system is conducive to improving enterprise management and product quality and winning credibility in the international market. Actively promote international quality assurance system certification and product certification, and attach importance to ISO9000 series standard certification. These are all important contents of broad technical barriers to trade. At present, more and more multinational companies or government procurement put forward the requirements of environmental certification for suppliers. Many famous multinational companies require their companies and suppliers to pass the certification within a limited time. Environmental management system and environmental product certification are called "double green strategy" certification, which is a "green passport" to break technical barriers to trade, and the state should strengthen its implementation.
At present, the certification system and institutions in China need to be rectified. The certification system and charging system are not standardized, and the certification is a mere formality. The certified quality of enterprise is still low. This phenomenon is increasing, which is not in line with the international rules or the standards themselves, and needs to be seriously rectified to ensure the good prospects of the certification system. Strengthen investigation and study and learn from foreign experience, formulate industrial safety policies and measures, and improve relevant systems. One of the ultimate goals of dealing with international trade frictions and eliminating unfair competition is to safeguard China's industrial security. Policies, measures and systems are the necessary conditions and means to protect domestic industrial security and long-term development. In order to safeguard the long-term interests of the country and industry, it is necessary to formulate relevant policies and measures and improve relevant systems.
Maintaining industrial safety is a brand-new job, and we should actively learn from and draw lessons from international experience. It is necessary to strengthen the study of WTO rules and international practices and master new trade and technical standards. Strengthen the study and exchange with overseas counterparts, sum up experience, expand ideas, innovate methods, and formulate a set of policies and measures that can adapt to China's industrial safety work and fully respond to trade protectionism. It is necessary to speed up the recovery, development, adjustment and improvement of damaged industries in China, and establish a fund system to support the development of damaged industries.
Practice has proved that only trade remedy measures can not completely and quickly eliminate the damage, so that the damaged industries can be properly restored and developed, and even there will be an unfavorable situation of rushing headlong into mass action and low-level repeated construction. Moreover, some damaged infant industries also need strong support to continue to develop. In addition, in order to optimize the industrial structure and export product structure, we must have the financial support and guidance of the development fund to realize the recovery, development and improvement of the industry. Therefore, the establishment of a fund system to support the development of damaged industries is a necessary condition for maintaining industrial security in China and promoting the development of foreign trade in China. To establish a fund system to support development, we must first formulate laws and regulations and establish relevant systems. Secondly, there should be financial support from the state and industries that have recovered and developed well. Third, make the fund run safely, in a virtuous circle, separate government from enterprise and standardize its operation. Moreover, it is necessary to formulate plans and rules for the use of funds, take industrial policies as the guide, and promote the optimal development of foreign trade and damaged industries. It is necessary to formulate appropriate supporting measures, cooperate with import restrictions, and properly protect specific domestic industries. For high-tech industries, automobile industries and key agricultural products, it is necessary to co-ordinate the management of quotas and licenses and strengthen legal protection. It is necessary to formulate appropriate supporting measures, coordinate with the reserved subsidy projects, and properly protect domestic industries. A number of subsidies allowed by WTO rules include subsidies that can be provided by local budgets to state-owned enterprises with serious losses, a certain range of tax relief, loans from national policy banks, direct grants and loans for poverty alleviation, research and development funds, some infrastructure funds, tax relief and tax rebate, subsidies for important energy products, corporate income tax relief for unemployed people, and income tax relief for high-tech enterprises and enterprises in poverty-stricken areas. We should make good use of these rules and properly protect domestic industries.
