According to the "Notice on the Implementation of Township Work Subsidies for Staff of Township Government Institutions and Public Institutions" (Gan Renshefa [20XX] No. 28) by the Jiangxi Provincial Department of Human Resources and Social Security and the Jiangxi Provincial Department of Finance and the "Notice on Approving Your County" by the Ji'an Municipal People's Government
In the spirit of the "Reply on the Implementation of Township Work Subsidies for Outlying Levels in Townships" (Ji Fu Zi [20XX] No. 31), in order to implement the township work subsidies for staff of township government and public institutions in our county, this implementation plan is specially formulated.
1. The scope of implementation of township work subsidies.
It is limited to formal staff of township (excluding streets) government agencies and public institutions, as well as staff of higher-level governments assigned to township institutions for a long time (more than six months).
2. Standards for township work subsidies.
Based on the number of years of working in the township, the township work subsidy is divided into three standards: those who have worked in the township for less than 20xx years, 200 yuan per person per month; those who have worked in the township for more than 20xx years but less than 20xx, 300 yuan per person per month
; For those who have worked in the township for 20xx years or more, 400 yuan per person per month.
While enjoying corresponding township work subsidies based on working years, each person working in remote townships will receive an additional 50 yuan per month, and each person working in the most remote townships will receive an additional 100 yuan per month.
3. Classification of townships and towns.
Approved by the Ji'an Municipal People's Government: Hechuan Town, Caifeng Township, Buqian Town, Shiqiao Town, Lianzhou Township, Zaizhong Township, Litian Town, Yange Township, Gaoshi Township, Longyuankou Town, Gaoqiaolou
Towns, Huaizhong Town, Shashi Town, Longtian Township, and Wenzhu Town are issued township work subsidies according to the standards of ordinary towns; Longmen Town, Tailing Township, Xiangxing Township, Luxi Township, and Gaoxi Township are issued township work subsidies according to the standards of remote towns.
Work subsidy: Qubai Township, Aonan Township, and Sanwan Township provide township work subsidies based on the standards of the most remote townships.
4. Implementation time of township work subsidy.
The township work subsidy is paid monthly starting from the month of working in the township.
For those who are transferred from a township job or retire, the township work subsidy will be stopped from the month following the transfer or retirement.
Those who are seconded to work in the township will not enjoy the township work subsidy.
Township work subsidies will be implemented from January 1, 20XX.
5. Procedures 1. Preliminary review.
Individuals must apply by filling in the "Approval Form for Township Work Subsidies for Staff of Township Government Institutions and Public Institutions" (Appendix 1), and provide relevant supporting materials. After the initial review by the unit, it will be reported to the competent department and the township where it is located for review.
The number of years of service in townships can be determined through personal files, salary approval and release forms, personal annual assessment forms, unit attendance forms, appointment (appointment) documents, housing provident fund payment rosters, family planning award distribution rosters, comprehensive management award distribution rosters, and staff establishment
Certificate and other information to identify.
2. Public announcement.
After reviewing the relevant personal information of township staff, each unit, competent department and township shall fill in the "Township Work Subsidy Approval Form for Staff of Township Agencies" (Appendix 2) and the "Township Undertakings" respectively.
Approval and Registration Form for Township Work Subsidies for Unit Staff" (Appendix 3), and publicize it in the unit and township for seven days to accept social supervision to ensure that the submitted materials are accurate and authentic.
3. Approval.
After the publicity period expires and there are no objections, each unit will submit the "Approval Form for Township Work Subsidies for Staff of Township Government Institutions" (Attachment 1), "Approval Form for Township Work Subsidies for Staff of Township Government Institutions" (Attachment 2), "Approval Form for Township Work Subsidies for Staff of Township Government Institutions" (Attachment 2),
"Staff Township Work Subsidy Approval Registration Form" (Appendix 3), and relevant certification materials are submitted to the county finance, human resources and social security departments to set up a joint review team for review. The review team will review the reporting personnel based on the relevant certification materials and publicity provided by each unit.
Township work subsidies will be reviewed and approved and implemented.
4. Distribute.
After approval by the county human resources and social security and financial departments, the matter will be resolved according to their administrative affiliation and current funding guarantee and wage payment channels.
6. Work requirements require that all townships, towns and units attach great importance to them, organize them carefully, designate dedicated personnel to take charge, and be sure to report within the specified time to ensure that the township government agencies and institutions implement township work subsidies and complete them in a timely and successful manner.
In the future, if staff of township government agencies and public institutions need to adjust their township work subsidies due to various reasons, they should follow the above procedures.
In the process of applying for township work subsidies, procedures must be strictly followed, and fraud is strictly prohibited.
Problems that arise during the implementation process must be communicated with the county human resources and social security and financial departments in a timely manner, and no arbitrary opinions are allowed.
If any financial funds are lost due to lax control, lack of seriousness and responsibility in work, or even fraud, once found, the county finance department will withhold the work funds of the unit, and the amount withheld is equivalent to the amount required by the unit to issue a one-month township work subsidy.
And the relevant responsible persons will be dealt with in accordance with the "Punishment Regulations for Illegal Payment of Subsidies and Subsidies" on June 13, 20XX (Order No. 31 of the Ministry of Supervision, the Ministry of Human Resources and Social Security, the Ministry of Finance, and the Audit Office).
