In the new "Measures", the airport construction fee for domestic regional flights is cancelled, and the tourism development fund is added for international routes. The revised airport construction fee collection standard for international flights is raised from 70 yuan to 90 yuan, that is, 20 yuan is added to international routes. However, the "civil aviation infrastructure construction fund" levied on airlines has not been revised in the new "Measures".

Article 6 of Chapter II of the Interim Measures for the Administration of the Collection and Use of Civil Aviation Development Funds stipulates that air passengers shall pay the Civil Aviation Development Fund according to the following standards:
1, every passenger on domestic flights goes to 50 yuan;
2. Every passenger leaving the country by international and regional flights is in 90 yuan (including 20 yuan, the Tourism Development Fund).
Article 7 of Chapter II of the Interim Measures for the Administration of the Collection and Use of Civil Aviation Development Funds stipulates that air passengers who meet one of the following conditions shall be exempted from the Civil Aviation Development Fund:
1, passengers leaving the country on international and regional flights with diplomatic passports;
2. Children under 12 (inclusive);
3. Passengers on domestic regional flights.
