Article 2 Municipal-level township enterprise development funds shall be managed by management agencies established in accordance with regulations.

Article 3 Sources of municipal-level township enterprise development funds: (1) Funds arranged by the municipal finance; (2) Occupation fees of township enterprise development funds and interest income from bank deposits of township enterprise development funds; (3) Rural collective economic organizations,

Article 4 The municipal-level township enterprise development fund is specifically used to support the development of township enterprises in this city, and its scope of use shall comply with the provisions of the Township Enterprise Law of the People's Republic of China.

A special account for municipal-level township enterprise development funds should be established in the financial department to be used exclusively for the revenue and expenditure of the fund.

Article 5 The use of municipal-level township enterprise development funds shall be based on the principles of selective investment, paid use, recovery upon maturity, and turnover use.

Article 6 The municipal-level township enterprise development fund focuses on supporting key township enterprises and enterprise groups that are in line with national industrial policies, have good reputation, high efficiency, and broad market prospects.

Priority support will be given to large foreign exchange earners, agricultural and sideline product deep processing enterprises and high-tech township enterprises.

Article 7 Township enterprises in this city that meet one of the following conditions and have an asset-liability ratio of less than 50% may apply to borrow the municipal township enterprise development fund: (1) listed in the municipal key support; (2) main production technology or

The products are high-tech; (3) the operating income in the previous year exceeded 10 million yuan; (4) the foreign exchange earnings from exports in the previous year exceeded 1 million US dollars; (5) the annual tax payment exceeded 500,000 yuan.

Article 8 Township enterprises applying for loans shall apply to the municipal township enterprise development fund management agency and submit the following materials: (1) The basic situation of the borrowing enterprise and the feasibility analysis and benefit forecast report of the project; (2) Qualified

The financial report of the previous year provided by the accounting (auditing) firm and the financial report of the previous period when applying for a loan; (3) Documents proving the total amount of tax paid in the previous year; (4) List of mortgages, pledges and the information of the person with the right to dispose of them

Article 9 The municipal-level township enterprise development fund management agency shall review the loan application and, if the conditions are met, sign a loan contract with the enterprise and handle relevant guarantee procedures in accordance with the law.

Article 10 Those who borrow municipal-level township enterprise development funds must pay township enterprise development fund occupancy fees in accordance with national regulations.

The maximum loan period for municipal-level township enterprise development funds shall not exceed 2 years.

Article 11 The borrowing enterprise shall repay the loan from the Township Enterprise Development Fund on time. If it fails to repay the loan within the time limit, it shall be held liable for breach of contract in accordance with the law.

Article 12 Municipal-level township enterprise development fund management agencies shall strengthen supervision of the use of funds by borrowing enterprises. If they discover that the funds are used improperly, they shall immediately stop allocating funds or withdraw the loans.

Article 13 The municipal audit department shall audit and supervise the management and use of municipal-level township enterprise development funds in accordance with the law.

Article 14 If a staff member of a municipal-level township enterprise development fund management agency neglects his or her duties, engages in malpractice for personal gain, or accepts corruption or bribery, resulting in the loss of township enterprise development funds, he or she shall be given administrative sanctions in accordance with regulations; if a crime is constituted, criminal liability shall be pursued in accordance with the law.

Article 15 These Measures shall come into effect on the date of promulgation.
